Scope and Contents
The majority of material in this series reflects Shiffman's tenure on the New York City Planning Commission, to which he was appointed by Mayor David Dinkins. Projects of note considered during this period include the rezoning of Times Square, the redevelopment of Penn Yards as Riverside South, the revitalization of lower Manhattan, and retail and industrial rezoning. This series also includes a limited amount of material documenting Shiffman's interactions with the City Planning Commission before and after his years of service.
