Abstract

The Papers of Chancellor/Executive Vice President Sidney Borowitz include the materials generated during the years 1972-1977, and also include selected materials created in the Office of Chancellor Allan M. Cartter and elsewhere within the university community dating from as early as 1967. The papers have been divided into twelve series.

Historical Note

At the time in the University's history that this collection was initiated, the Office of the Chancellor/Executive Vice President (C/EVP) held institutional responsibility as head of the faculty, sponsor of faculty appointment, termination and tenure, and chief liaison between faculty and students and the Board of Trustees. (1) Second in command to the President, the C/EVP exercised oversight over the schools and divisions as well as most internal organizational problems, with deans and officers reporting directly to him. (2)

Under President James M. Hester's leadership, the University by 1964 had embarked on an ambitious development plan to improve its facilities, raise its standards for admission, and increase its visibility within its urban community. (3) By the end of that decade, student protest, enrollment declines, and inflationary pressures were derailing those plans. It had become a time of financial difficulty for institutions of higher education throughout the country. (4) Recurrent and serious financial difficulties at New York University placed the continued existence of individual units at risk, and even threatened the future of the institution itself. When Sidney Borowitz became Chancellor in 1972, the University, regarded as the country's largest private institution, had been experiencing multi-million dollar annual losses. (5)

Dr. Borowitz, named acting Provost in 1971 of New York University's (NYU) University Heights campus in the Bronx, site of the University College of Arts and Science and the School of Engineering and Science, was appointed C/EVP May 1, 1972 by President Hester, 1962-1975, to succeed Allan M. Cartter, Chancellor 1966-1972. When, three years into Chancellor Borowitz' incumbency, President Hester stepped down, the Board of Trustees, after a national search, selected John C. Sawhill, 1975-1980, as the University's next president. During the early years of his time in office Dr. Sawhill seemingly concluded that he preferred "to operate without a Chancellor..." (6); Dr. Borowitz stepped down in 1977.

Temporary relief to the University's deficit in the early 1970's came with the sale brokered by the New York State Education Department (NYSED), of the University's Bronx campus, 1894-1973, to the City University of New York for use by Bronx Community College. Concurrent with discussions with officials in Albany concerning the future of the University Heights campus, President Hester convened a Taskforce on the Financial Emergency to address other questions related to the University's on-going fiscal problems; one member was the then Dean of University College Sidney Borowitz, Box 30, folder 5.

Under the terms of the final agreement with NYSED the University's School of Engineering and Science and its faculty were merged September 1, 1973 with the Polytechnic Institute of Brooklyn (PIB), and transferred to Brooklyn, effectively ending the University's long-term role in engineering education, 1854-1973. In a related move University College of Arts and Science and its faculty was merged with the Washington Square College of Arts and Science at Washington Square.

By the beginning of 1975 the University again faced major financial problems largely attributed to extreme national recession/inflation pressures, Box 4, folder 4. While Drs. Hester and Borowitz moved quickly to convene available members of the 1972 Task Force on the Financial Emergency, to review the University's current and projected deficit situation and recommend solutions, Box 2, folder 5, Dr. Hester's departure in effect transferred the initiative for resolution of these problems to his successor.

Also within its academic precincts, during this period the University experienced a faculty unionization drive, took some initial steps toward closing down its School of Social Work and then reversed itself, shut down its PhD program in Philosophy (FAS), not to be reinstated until the 1990s, considered closing the College of Dentistry or entering into a contract relationship with NYSED for its operation and support before its financial stability was assured through new understandings reached with NYSED, and created the Gallatin Division, expanded successor to the University School Without Walls program first recognized in 1972, and precursor of its current Gallatin School of Individualized Study, in tandem with a reorganization of the School of Continuing Education.

Among other institutional initiatives in that time, NYU established its initial policy and office responsible for Affirmative Action, broadened its governance machinery, undertook a major review of its mission and direction through a presidentially convened Goals Conference, and developed its Office of Student Affairs.

Dr. Borowitz was a member of the NYU physics faculty and taught at both the Bronx and Washington Square campuses. His wide acquaintance among faculty and administration at these university centers allowed him to consult broadly while maintaining the objectivity required by his role as a senior player in the resolution of situations demanding difficult decisions at the University and school levels.

Scope and Contents

These papers of Sidney Borowitz reflect the years he served as Chancellor/Executive Vice President of the University, 1972-1977. They include as well a small portion of papers formed during the Chancellorship of Allan M. Cartter, in particular Correspondence files created during the period beginning April 1971 and overlapping with Borowitz Correspondence files of May 1972. Additionally, the contents of one Paige box transferred to the University Archives in 1997 from the Office of Sponsored Programs were entered into this collection, augmenting material found in the Chancellor's files on the University Science Development Program initially funded at the University by the National Science Foundation in 1969.

This collection is composed of correspondence, memoranda, newspaper clippings, press releases, publications, and reports. As second in command, and deputy for the President in his absence, material was directed to Dr. Borowitz from throughout the University in connection with central administration decision-making and oversight requirements and responsibilities.

In consultation with the University Archivist, and in an effort to keep congruence between the Hester Papers (RG 3.0.7) and this collection, the Borowitz and previously noted Cartter Correspondence files were grouped as a subseries to the Borowitz Administration Series (Series 1), an alphabetical series combining elements comparable with Hester Series 1 (Alphabetical) and 2 (Administration). The remaining files were grouped into eleven categories (series), with most of the titles also found in the Hester Papers, in the following order: Associations; Development; Facilities and Services; Finances, incorporating Subseries I, Taskforce on the Financial Emergency, and Subseries II, University Heights Campus Disposition; Governance; Government Relations; Institutional Advancement; Personnel; Public Relations; Schools and Divisions; and Student Affairs.

The placement of like material does sometimes vary between series in the Hester and Borowitz papers. One instance is the location of documents concerned with the University's relationships with the New York State Department of Education; in the Hester papers these items are in the main found within the Governance Series, and in the Borowitz papers, in the Government Relations Series.

There is some overlap between content in Series 1 and the subsequent series'. Folder titles throughout reflect date and broad content subject matter. The impact of the aforementioned elements may occasionally be to slow the process of locating particular materials. Within limits, an attempt has been made mitigate this effect by providing cross-references where appropriate through notations on Separation Sheets filed preceding folder contents. Material is organized chronologically in folders, with a green plastic clip placed on the right margin of material highlighted in this Finding Aid.

As previously noted, and in some other instances as well, files were moved to bolster content clarity and consistency. About 8 inches of material of miscellaneous subject matter were found in folders labeled "Abeyance," the latter seemingly randomly packed into Paige boxes where there was space, in preparation for deposit in the Archives. These items were transferred to existing folders on the basis of subject.

Significant accumulations of materials concerned with matters already the subject of separately existing collections within the University Archives were removed and transferred to those collections, including Humanities Council materials (to RG 9.5.1), James Arthur Collection documents to the James Arthur Collection of Clocks and Watches (RG 42.1), Faculty Unionization effort (to Mss Collection RG 14 B1), and Jewish Culture Foundation materials (to RG 12.11).

A description of each of the Borowitz Papers series', with contents germane to major themes highlighted, precedes the Box and Folder list for that series.

Conditions Governing Access

Institutional records of New York University are closed for a period of 20 years from the date of their creation (the date on which each document was written). Board of Trustees records are similarly closed for 35 years from the date of creation. The opening date for files spanning several years will be 20 years from the most recent date. Access will be given to material already 20 years old contained within a collection that is not yet open when such material can be isolated from the rest of the collection.

Materials related to personnel, faculty grievances, job searches and all files with information that falls under the University's Family Educational Rights and Privacy Act (FERPA) policy are permanently restricted.

Separated Materials

Approximately 17.25 linear feet of material comprised of booklets, catalogs, pamphlets, personnel records, reports, sets of faculty and of Board of Trustees meeting minutes, and files (for some specifics see Scope and Content), were separated for containment elsewhere or, in the cases of personnel records or materials not germane to the University's history, were discarded.

Processing Information

The initial inventory was completed in 1978 by Frederick Knauth. The material is in good physical condition. Deteriorating original materials and reproductions as well as newspaper clippings were photocopied on to a more stable base; these originals were discarded. In 2019 memorabilia was rehoused by Preservation and sent offsite.

Scope and Contents

These files, as noted previously, both are alphabetical and contain the Borowitz and accompanying Cartter Correspondence files as a subseries, Boxes 13 through 18. The series, largest of the collection, comprising 7.5 linear feet, offers what may be regarded as an overview of the Borowitz years. Some material is complementary to larger accumulations within subsequent series'. This will readily be observed in reviewing contents of Legislative Relations, Box 7, folder 11 through Box 8, folder 8, Federal Relations, Box 6, folders 812 in conjunction with those classified as Government Relations, Box 40, folder 11 through Box 46, folder 14. Contrarily, other material stands alone. Some examples are the folders labeled Appointment, Chancellor Borowitz, Box 3, folder 1 through Chancellor's Office, Administrative Advisory Committee, Box 3, folder 11, and Library, Box 8, folder 4 through Box 9, folder 9.

Box 1 incorporates material relating to general academic and administrative matters. One notable instance is the topic of deans' review of vice presidential areas, folder 6. Box 2 contains Cartter testimony, 3/29/71, before the U.S. House of Representatives Education and Labor Subcommittee, sounding the alarm on the extent of financial difficulties within the higher education community, folder 12. Box 3 includes a copy of a report titled, "Effecting Economies in Higher Education," 8/73, addressing higher education's financial difficulties through the medium of case studies of New York University and Michigan State University (MSU), conducted by a MSU presidential staff member, folder 12.

In Box 6, folder 4, there is a memorandum from Vice-President for Academic Planning and Services L. Jay Oliva to President Sawhill, 2/27/76, presenting a set of critical issues for institutional attention. Borowitz correspondence, Box 13, folder 16, contains views on the loss of the School of Engineering, and the effect of "past adversities" on (the University's) "destinies;" in Box 14, he addresses merger negotiations, folder 10, and relations with City College, folder 13.

Other contents reflect Borowitz responsibility vis a vis the President's Office, other officers, schools and departments, and assorted initiatives under central administration purview. Box 17 offers some indication of the Borowitz personality and style, while Box 18, folders 1-7 provides a miscellany indicative of his working relationships with Dr. Hester and Dr. Sawhill.

Series II: Associations

Scope and Contents

This series of 1.66 linear feet reflects a universe of external organizations concerned with higher education matters, both on the national and on the local scene, and memberships held and declined by the University. This series' contents offer insights into the University's interests and roles in that wider world. A set of Higher Education and National Affairs newsletters, 3/74-2/76, 3/77-4/77, published by the American Council on Education (ACE), provides an overview of the national context in which the higher education community was then functioning.

Material contained in Box 19, folder 1, makes manifest that limitations on extramural involvements that might otherwise have been welcome were driven by internal financial concerns, with oversight of unit and school decisions at the executive level. Matters concerned with the University and its accreditation agency, the Middle States Association of Colleges & Secondary Schools, Commission on Higher Education, are located in Box 20, folders 7-8, including the Middle States Association Report on its visit to the University 11/18-21/73.

Memberships in Washington, D.C.-based higher education associations of importance to university interests were in the American Council on Education (ACE), Box 19, folders 5-8 and the Association of American Universities (AAU), Box 19, folders 12-15. Further information, often detailing NYU interests, appears in Box 6, folders 8-12.

At the state level, relevant memberships were in the Association of Colleges & Universities of the State of New York (ACUNY), Box 19, folder 16, and most actively in the ACUNY subset Commission on Independent Colleges & Universities (CICU), Box 19, folder 17 and Box 20, folders 1-2. Additional materials reflecting particular university interests at the state level can be found in Box 7, folders 11-14, and Box 8, folders 1-3.

Scope and Contents

The finances series (2.5 linear feet) includes several matters of note. Box 28, folder 9 contains a paper, "Reflections on Budget Policy, " addressing the loss of the University Heights campus, by Professor Ernest Bloch of GBA, 6/73? Documents in Box 29, folders 1-4, affirm the presence of Vice President for Finance Allan Claxton, appointed 12/75 by President Sawhill and signaling an important shift in responsibility for fiscal matters from the Chancellor.

Additionally, two subseries were created: Subseries I: Taskforce on the Financial Emergency, Box 29, folders 11-12, and Box 30, folders 1-4; Subseries II: University Heights Campus Disposition, Box 31, folders 1-12, Box 32, folders 1-14, Box 33, folders 1-5. Materials in Box 29, folders 11-12, describe the scope of the University's financial problems in 1975.

Materials in Box 30, folders 1-5, reflect in part an attempt by NYU to set up a program of engineering education in collaboration with PIB. Box 32, folders 3-4, contains correspondence with NYSED concerning NYU-PIB merger efforts, including, in folder 4, a rejected Hester hand-edited draft agreement, covering so-called negotiable and non-negotiable merger conditions. A summary of agreements reached, including minutes, appears in Box 32, folder 12.

Series VI: Governance

Scope and Contents

This series derives its content from the machinery through which the University conducted its business. Within its 3.33 linear feet are materials from primary operating systems (Board of Trustees, President's and Officers' Groups, University Senate), and documents descriptive of initiatives driving their evolution. Faculty union organizing efforts and the transfer of institutional direction from Dr. Hester to Dr. Sawhill had important internal effects, while federal rulemaking governing universities receiving federal funds, for example in the arena of affirmative action, was an important external stimulus for internal change. Materials for/from the above-identified groups as well as a variety of Councils and Commissions, some structural, some topical, are included. The presence of certain materials may signify particular interests of the Chancellor. Agendas may be helpful in identifying and tracking selected topics.

Formulating institutional agreement on the functions of the (University) Senate was an important governance matter. Box 38, folder 1, contains Report Number Two of a special senate committee on senate powers, 4/10/74, and a response by Dr. Borowitz, 4/30/74. In its report the committee addressed to the Senate its analysis of the question of "proper division of authority among the Board of Trustees, President and Chancellor, Senate, and individual schools," presenting for its consideration a set of "Alternative Models for Development of the Powers of the Senate." Dr. Borowitz, in turn, spells out "philosophical as well as practical difficulties" in administering the University under the proposed model.

Consideration of some of these concerns, including Senate powers, was ongoing. The 3/15/76 agenda for the President's Weekly Meeting carries a listing of a report on governance by Dr. Borowitz, Box 37, folder 5. "A Report on Governance," by Dr. Borowitz appears again, on the 8/25/76 agenda of the President's Joint Meeting of Deans and Vice Presidents, Box 37, folder 4, where a text is also located.

University financial matters occupied the Budget Advisory Group between October 1972 and July 1975. A chronological set of agendas, many annotated or "doodled" on by Dr. Borowitz, many with attachments, permits a survey of issues the group considered, Box 33, folder 14, and Box 34, folder 1. An alphabetical, handwritten list suggests that in addition to officers, there were 70 participants, mainly faculty, along with a few students, Box 34, folder 1. A note in Dr. Borowitz' hand on an undated memorandum (summer '75) marks its termination, Box 33, folder 14.

Continuing attention to university financial matters by the University Senate can be observed in the deliberations and transactions of its Budget Policies Committee, Box 38, folders 11-12, and Box 39, folders 1-5. This committee functioned throughout Dr. Borowitz' term. A name change, from Budget Policies Committee to Financial Affairs Committee, took place effective 9/76. Agendas, again many annotated or "doodled" on by Dr. Borowitz, memoranda, and reports appear; chronological sets of minutes have been transferred to RG 14. The committee's level of involvement can be evaluated by assessing the directness of Chancellor Cartter's memorandum to it of 2/22/72, addressing the dimensions of the University's financial difficulties, and Committee Vice-chair Dr. Ernest Bloch's memorandum of 12/1/72, reporting on deans' responses to a Borowitz query about school budget-making practices, Box 39, folder 5.

The emergence of a representational body of middle management staff, with roots in the student unrest era of the late 1960's, is somewhat detailed in Box 34, folders 4-7.

Scope and Contents

This series of 2.91 linear feet represents university administration's relationships and transactions with federal, state, and local government entities. As noted above in another context, aspects of these relationships can be found as well in Box 5, folders 6-9, Box 6, folders 8-12, Box 7, folders 11-14, and Box 8, folders 1-3.

Many of the interactions at the federal level are routine. Included in these records though are materials covering planning for, requesting, negotiating, receiving, and administering a nationally competitive Science Development Grant from the National Science Foundation for the improvement of the physics and psychology departments in the Faculty of Arts and Science, Box 41, folders 7-12, through Box 43, folder 4.

NYU received a total of $6,100,000 for this project, $4,560,000 in 6/69 and $1,600,000 in supplemental funds, 6/72. Among these documents are minutes of an internal Science Development Committee which indicate the struggle for an institutional strategy, Box 43, folder 1, correspondence from President Hester to NSF officials candidly describing the University's general situation, 4/9/74, 4/13/72 and 4/5/72, (the latter letter also discusses the grant's impact on the University, this project got underway at the time of great financial difficulties and was affected in a variety of ways by those difficulties), proposals (1967, 1972) following folder 2, annual reports, and the University's final report on this grant, Box 41, folder 7.

The local government material is extremely limited and routine. This series of 2.5 linear feet is something of an alphabetical, and topical, smorgasbord, beginning with Academic Change, Box 47, folder 1, and finishing with Women's Studies, Box 52, folder 26. It represents in the main a collection whose organizing principle might be characterized as "Is There Anything Here for Us?" Material is commonly in the form of newspaper, journal and news service clippings. Much of the content was identified in, or in the case of reports, prepared in the office of the Vice President for Academic Planning and Services.

One interesting assemblage, Box 49, folders 11-18, is material enabling the tracking of the development and outcomes of a University Goals Conference convened by Dr. Hester and titled "New York University 1981." The concluding "Goals Statement," discussed and amended by the University Senate, 10/31/75, is located in Box 49, folder 11. It reflects upon the decade the University emerged from in 1974 and projects its ambitions and goals for the decade ahead. By contrast, a copy of a "Report for the Decade Ahead 1964-1973," by Dr. Hester, found in Box 49, folder 18, projects forward from the pre-crisis vantage point of 1964.

Series IX: Personnel

Scope and Contents

This series is one linear foot. Movement toward standards defining and governing members of the various communities of people who constitute the University appears in these records. Documentation of the University's emerging Affirmative Action Program fills all of Boxes 53 and 54, and folders 1-2 in Box 55. Items pertinent to the development of comprehensive benefits programs for faculty, management and staff is contained in Box 55, folders 5-19 and Box 56, folders 1-4.

Material concerned with attempts to define middle management personnel and standardize their conditions of employment can be reviewed in Box 56, folders 12-13. Similar efforts directed toward those employees known as Professional Research Personnel, can be seen in Box 56, folder 14. The records covering the faculty unionization drive referred to above were contained within this series when it was received in the Archives; these materials were transferred to Mss Collection RG 14 B1. General matters relating to recruitment, retirement, sabbaticals, severance, tenure, terminations and resignations, and tuition remission are also addressed within the contents of this series. Again, material pertaining to individual cases was discarded.

Series XI: Schools and Departments

Scope and Contents

The contents of this series of 6.66 linear feet are concerned with the business of the University's academic units. All schools extant at that time are represented, as well as departments and divisions within them, along with a further set of divisions whose leadership reported essentially to the University's central administration. Those departmental and divisional files pertaining to Arts and Science interests follow that unit's files, while those identified as non-FAS are located following the School of the Arts materials. The impression of an institution driven by ambition, yet neither assured of its place in its "industry," nor economically stable, continues to be apparent in this section of the Borowitz Papers.

Each component of this series is organized alphabetically. Faculty meeting minutes have been transferred to the appropriate Record Groups. Noteworthy material is mainly found in the school-level and decanal files; material at the departmental and divisional levels tends to be routine. Here too, documents addressing individual personnel matters were removed.

First in the series, the Arts and Science materials, representing school, departmental and divisional matters, fill four Hollinger boxes and the greater portion of a fifth, Box 59 through Box 63, folder 17. The extent of this documentation reflects this unit's centrality within the University's academic structure, the complex and evolving nature of its structure at the time, and the Chancellor's involvement in its operation. Box 59, folder 2, and folder 7 contain separate narratives of school matters by the outgoing first Faculty of Arts and Science (FAS) Dean, together offering an informed description of the composition of the unit and the range of responsibilities this new deanship entailed as it evolved.

The role and responsibilities of the Graduate Dean, a previously extant post, remained in flux; Box 61, folder 1 documents some of that history preceding Dr. Borowitz' tenure. Box 59, folders 16-17 and continuing through Box 60, folder 6, holds reports and other materials covering those Graduate School doctoral programs selected for NYSED Doctoral Review. These reviews, a NYSED initiative, were critical to a department's, and school's reputation, involving external reviewers from within and without New York State.

The impact of the sale of the University Heights campus on its undergraduate arts and science college, University College (UC), was profound. Dispossessed of its real property, UC and its tenured faculty were transferred to Washington Square in a merger with Washington Square College, the undergraduate arts and science unit at the Square. It fell to FAS' faculty and administration to restructure the two faculties and administrations and two distinct curriculums into one, some of which is documented in Box 61, folder 11.

Business schools concerns are contained in four folders in Box 63 and the totality of Box 64. The School of Business and Public Administration (BPA, the undergraduate college) and the Graduate School of Business Administration (GBA) merged during this period, see Box 64, folder 14. Matters concerning the separate schools and the merged entity occupy Box 63, folders 18-20, and 22, (folder 21 contains a limited amount of material about the Institute of Retail Management, which was related to BPA), and Box 64 in its entirety. Agreement was also reached by the Business School and FAS deans about a new department of economics administratively located within FAS, the availability of undergraduate courses offered by that department to business undergraduate students, and working relationships between FAS and Business School economics faculty, Box 64, folders 4-5.

Matters pertaining to the School of Continuing Education (SCE) in these years fill one Hollister box. Structural questions, especially program overlaps with other university units and concerns about quality, and budgetary issues (matters of income and expense) were priorities for the university administration and deans of other units. The SCE deans and entrepreneurial faculty worked diligently throughout at developing and presenting a spectrum of offerings, Box 65, folders 1-8.

However, while "it has already been necessary to make some difficult and unwelcome decisions about University programs," Borowitz, 9/29/72, the local hand on finances seemingly remained a light one, Collins, 2/29/72, folder 8, Smith, 2/23/73, folder 7, Collins, 6/11/76, folder 15, Sawhill, 6/22/76, folder 15. President Sawhill, upon his arrival, quickly undertook "a series of wide-ranging discussions," concerning the future of SCE, 11/3/75, Box 65, folder 17. Following a response by the SCE deans, 11/21/75, a proposed reorganization scheme for SCE, which also gave birth to the University's Gallatin Division, was submitted by Dr. Sawhill to the University Senate, 1/22/76, Box 65, folder 15.

College of Dentistry matters as reflected in the Borowitz papers fill two Hollister boxes. It was a time of severe strain for the school. An April 11, 1975 Report, Box 67, folder 8, "Problems Confronting New York University College of Dentistry," specifies its major problems (downgrading of accreditation, poor facilities, lack of New York State financial assistance). These concerns underlay consideration by the University in the mid 1970's of operating the school as a contract college for NYSED, Box 76, folder 14, and are well-summarized in Hester, 8/15/74, Box 66, folder 4, and 10/3/74, Box 66, folder 3, and more generally in the two versions (1/75, 3/75) of a NYSED Report titled "Dental Education in New York State, " found in Box 46, folder 5.

Hollinger boxes 68 and 69, and folders 1-2 of Box 70 hold the records of the School of Education in this collection. Much of this material covers routine matters, for example inter-school course overlap, Box 68, folders 4,5 and unit nomenclature, Box 68, folders 2,9. The School's attention to budget matters is reflected in the highly detailed annual fiscal reports its administration prepared, Box 69, folders 6-8. Future directions of interest to the School can be identified in its "Report on Planning for the New York University School of Education," 5/75, Box 68, folder 5 and its "Mission Statement," 3/29/76, Box 68, folder 3.

Material regarding the unit initially known as University Without Walls (UWW), a "temporary inter-school degree-granting unit, "Box 70, folder 6, appears in Box 70, folders 3-18. Documentation on some aspects of organizational matters and program start-ups is included, as is Dr. Sawhill's 1/22/76 recommendation to the University Senate that a permanent successor unit, the Gallatin Division, be established in conjunction with a plan for reorganizing the School of Continuing Education, folder 3, previously referenced in Box 65, folder 15.

The first 11 folders of Box 71 contain papers related to the School of Law and the Law Center Foundation. The School of Law material is limited, and primarily routine, however there is some correspondence indicating school efforts to maintain some authority independent from university administration, see salary levels, Hawley to Borowitz, 4/18/74, and Borowitz to Hawley, 4/23/74, and autonomy of the Law Library, McKay to Hester, 6/7/74 and Hester to McKay, 6/28/74, folder 1. The Law Center Foundation material, folders 6-10, documenting an evolving relationship between the University and the Foundation, is of particular interest.

School of Medicine material follows, in Box 71, folders 12-17 and Box 72 in its entirety. As with the School of Law, School of Medicine material mainly covers routine matters. Reflective of apparent efforts to maintain autonomy from the University administration, documents referring to probable matters of interest at the Square are more advisory than collaborative. These range from the availability of University Hospital emergency care as a faculty benefit at the Square, Wilmot to Borowitz, 11/8/76, Box 71, folder 15, New York City Health and Hospitals Corporation delays in reimbursing its contracted services with the Medical Center for patient care at Bellevue Hospital, Bennett to Holloman, 7/1/74, Box 71, folder 17 and 9/12/74, Box 71, folder 16, the Medical Center's maintenance of personnel policies differing from those in place for the balance of the University, Bennett to Borowitz, 2/7/74, Box 71, folder 17, and a separate Affirmative Action plan, Box 72, folders 3,4, to the lack of availability to the central administration of information concerning Medical Center personnel and budgetary affairs, Borowitz to Bennett, 1/5/73, Box 72, folder 1. The text of Dr. Bennett's remarks at the Medical Center's farewell dinner for Dr. and Mrs. Hester appears in Box 71, folder 16. Some budget and financial material may be of interest; these documents appear in Box 72, folders 5-12.

Graduate School of Public Administration (GPA) documents appear in Hollister Box 73, folders 1-7. Renamed the Robert F. Wagner School of Public Service in 1989, a GPA planning document dating from the mid 1960's appears in folder 3. A considerable portion of this modest collection is in the form of memoranda from Dean Dick Netzer to members of central administration, including responses to what he suggests are inappropriate attacks by the administration and/or other units on GPA's budget and curriculum.

Hollister box 73, folders 8-18 and box 74, folder 1 contains this collection's materials on the School of Social Work (SSW). It was a period of great turmoil for SSW. Minority student demonstrations over reduced scholarship funding attracted congressional attention, Box 73, folder 11. The Task Force on the University's Financial Emergency recommended that SSW be phased out, Box 73, folder 15, press release, n.d. A successful emergency fund-raising campaign, Box 73, folder 15, impelled the reversal of this recommendation. The dean in office when first steps to implement the phase-out recommendation were being taken resigned, and his successor died within the first year of his appointment, Box 74, folder 1.

The School of the Arts was established in 1965. Folders 2-15 in Hollister Box 74 contain records of its early development. As with the records for the more senior units, much of the material here covers routine administrative and curricular matters. Material found in folders 9-11 is concentrated on the affairs of the school's Alternate Media Center. Of particular interest is its project on Interactive Telecommunications conducted in Reading, Pennsylvania and first funded by the National Science Foundation in 1974.

As indicated at the beginning of this series, some divisions labeled non-FAS reported essentially to central administration, and limited amounts of documentation for, among others, the Institute of Afro-American Affairs, the Center for International Studies, Sunrise Semester, and Town Hall constitute the final portion of Series 11. All of the non-FAS divisional material is located in Box 74, folders 16-17 and Box 75, folders 1-14.

Series XII: Student Activities

Scope and Contents

This series addresses matters concerned with students. It comprises 2.5 linear feet of material contained in 6 Hollister boxes. Categories included range from Admissions to Work Study, with the largest and possibly most interesting groupings dedicated to Admissions, Financial Aid, and the Office of Student Affairs. Box 76 and folders 1-5 of Box 77 consist of documents covering Admissions matters, some of which date from the late 1960's. Associated reports and statistical information in Box 77, folders 4-5 include yearly reports covering the period 1971-1976.

Financial Aid files occupy box 78, folders 9-19 and Box 79, folders 1-5. Transactions concerned with the special undergraduate admissions program funded by NYSED at private institutions throughout the state under the title Higher Education Opportunities Program#(HEOP) appear in folders 11-16. NYU's was the largest program in the state. The University's own financial aid program, supported by internal budget allocations, was called the Martin Luther King Jr. Program. These records in this collection appear in Box 78, folders 18-19.

Box 80, folders 10-17 contain the records of the Office of Student Affairs. The Office was headed by a director at the time these records commence, in 1972; that Director, Jane Maggin, was named Assistant Chancellor for Student Affairs and Housing two year later, 4/13/74, folder 12, as the initiatives and demands of that function grew. The period saw increasing needs to focus, for example, on questions of student life, 8/30/74, folder 11, and 5/16/74, folder 12, management of housing facilities, 9/9/74, 5/29/74 and 12/20/73, folder 12, feeding students, 3/19/73, folder 13, the use of drugs and other criminal activity by or directed toward students, 12/2/74, folder 11, 9/21/73, folder 12, as well as the emerging need to provide recreation facilities for students, Box 27, folder 9.
