Abstract
The child care agency Graham Windham was founded by a merger of two predecessor organizations: the Graham Home for Children (founded in 1806 as the Orphan Asylum Society) and Windham Child Care (founded in 1835 as the Society for the Relief of Half Orphans and Destitute Children). The 1977 merger created Graham Windham Services to Families and Children, now called Graham Windham. The collection includes records of the Orphan Asylum Society/Graham Home 1806-1977, the Society for the Relief of Half Orphans and Destitute Children/Windham Child Care 1841-1977, and Graham Windham 1977-2011. The collection also contains one document from the Society for the Relief of Poor Widows with Small Children circa 1804-1881, a half box of records of the Tuberculosis Preventorium 1910-1949 and a volume of minutes of the New York Methodist Sunday School Society of the West Circuit 1835-1837.
Historical Note
The child care agency Graham Windham (GW) was founded by a merger of two predecessor organizations: the Graham Home for Children (founded in 1806 as the Orphan Asylum Society) and Windham Child Care (founded in 1835 as the Society for the Relief of Half Orphans and Destitute Children). The 1977 merger created Graham Windham Services to Families and Children, now called Graham Windham.
The Orphan Asylum Society/Graham School/Graham Home for Children, 1806-1977
The Orphan Asylum Society (OAS) was founded on March 15, 1806 by a group of women, led by Isabella Graham, her daughter Joanna Graham Bethune (sometimes spelled Johanna), and Elizabeth Schuyler Hamilton, widow of Alexander Hamilton, first United States Secretary of the Treasury and an author of the Federalist Papers. Previously, in 1797, Mrs. Graham had founded (with Elizabeth Seton) the Society for the Relief of Poor Widows with Small Children (SRPW). The original mission of the OAS was to provide a home for six children of the SRPW whose widowed mothers had recently died.
The founders of the OAS elected a Board of Direction which was made up of a first and second directress, a treasurer, a secretary, and seven trustees. The day-to-day running of the OAS and most of the fund raising was done by women. A married couple was hired to live at the home and care for the orphans. Isabella Graham did not serve as a trustee at first, preferring to devote herself to the SRPW. She did agree to become a trustee in 1810.
The home for orphans opened on May 1, 1806 in a rented two-story frame house on Raisin Street in Greenwich Village. Twelve orphans were admitted during the first six months. By the end of its first year, 200 children had been admitted. They were taught reading, writing, arithmetic and sewing, as well as religious training. On July 7, 1807, the corner-stone was laid for a new home on Bank Street on land donated by one of the trustees.
In January, 1807 a constitution was written, and on April 7 the organization was incorporated. The constitution required that "The Orphans shall be educated, fed and clothed, at the expense of the Society and at the Asylum. They must have religious instruction, moral example, and habits of industry inculcated in their minds. As soon as the age and acquirements of Orphans shall, in the opinion of the Board of Trustees, render them capable of earning their living, they must be bound out to some reputable persons, or families, for such object, and in such manner as the Board shall approve." The Third Annual report notes that the Board made the decision to indenture the girls and boys as servants when the girls were able to read and write until they were eighteen and from the time the boys were able to read until they were fifteen. They then went back to the OAS and were apprenticed to learn a trade.
The OAS remained headquartered in Greenwich Village until 1835. Then, after an interval in a temporary space, it moved to a newly built Asylum on West 73rd Street and Riverside Drive.
The 50th annual report in 1856 noted that by that major anniversary, more than 1,500 children had been housed, taught and cared for. In 1855, the OAS passed a resolution making changes in the binding out system, allowing children to be indentured outside of New York State. In cooperation with the Children's Aid Society, over the next few decades the OAS sent some of its boys to families out west, in the placing out system now known as the "orphan train."
In 1880, the OAS adopted co-educational schooling. OAS children (and SRHO children as well) went to summer camp, had outings to the Barnum and Bailey Circus, attended lectures at the Museum of Natural History, and had picnics in Central Park. Civic organizations, the Children's Aid Society and the Fresh Air Fund made donations which made these outings possible.
In 1899, the OAS rented space in the United Charities building on 22nd Street to work in close association with other organizations. That same year, it hired its first paid professional superintendent. It also began to emphasize higher education as a goal for the children in its care. By that point, only one-half of the children at the OAS were orphans.
In 1902 it moved to Hastings-on-Hudson in Westchester County, New York, on a campus above the Hudson River, to provide a healthy country lifestyle for the children. There it created the "cottage system" -- smaller, home-like residences supervised by house parents. This innovation was a model for many other child care agencies.
The agency's practice of boarding-out/indenturing children was discontinued in 1905. Vocational training programs were increased and the older children began attending Hastings High School in 1914. In 1910, Mrs. R. G. Dun left a legacy to the OAS which provided the older children with scholarship assistance for advanced study. Dun Fund scholarships have continued to the present day.
Self-government was introduced among the children. The older boys and girls were given more responsibility and participated in administration. Social workers and psychologists were introduced after 1918. OAS expanded its educational program, and changed its name to the Graham School in 1929, in honor of founder Isabella Graham. In 1950 it was renamed the Graham Home for Children. In the 1950's, the home dropped its "protestant only" requirement to accomodate a new influx of Puerto Rican and other children. In 1958 men were admitted to the Board of Trustees for the first time. In the 1970's, a donation from the Batchelor family enabled the purchase of a building on Popham Avenue in the Bronx and the establishment of the agency's first group home -- Batchelor House -- which provided congregate foster care for ten youths. New buildings were also erected on the Hastings campus.
The Society for the Relief of Half-Orphan and Destitute Children/Windham Child Care, 1835-1977
The Society for the Relief of Half-Orphan and Destitute Children (SRHO) was founded on December 16, 1835 by Mrs. William A. Tomlinson, Mrs. James Boorman, Mrs. Littlefield and Mrs. Wheeler to help single parents or relatives who could not take care of their children because of ill-health or dire financial straits. It provided room, board and education to boys and girls from the ages of four through ten, using weekly or monthly fees collected from the child's relative, along with donations and government funds. The SRHO's mission "enabled 'poor but worthy (widowed) parents' to 'go to their daily labors,' secure in the fact that their children would be safely cared for, 'would be trained for some practical, useful course of life' and 'taught their duties and responsibilities as members of society.' "
The organization was incorporated in 1837. Mrs. Tomlinson was Directress from the founding until her death in 1862. The SRHO was run by women, with a male Board of Trusteees, including Mr. James Boorman and Mr. William A. Tomlinson. The home moved to increasingly larger quarters. It was housed first on White Street, then 12th Street, then on 10th Street and Sixth Avenue where it went through several enlarging renovations, before moving in 1891 to Manhattan Avenue and 104th Street, to larger quarters built on land donated by Mrs. Robert L. Stuart. The new home was called Stewart House. As with the OAS, some of the boys were sent west on the "orphan train" in the 1870's and 1880's. In 1912, the children were sent to public schools. A gift of land in Windham, New York, Given by Mrs. Henry Howells, in 1914, became the summer home for the children for many years. It was called Howells Holiday Farm.
The SRHO sold its Manhattan Avenue property in 1945 and placed the children in foster care. The following year, there was a complete agency restructuring. The male Trustees and female Directresses joined to become one group. In 1947, the organization moved to the Bronx and was renamed The Windham Society for the Care of Boys. In 1949, it merged with Protestant Children's Services, Inc. It was the first agency to provide emergency foster care for babies and young children, and the first to secure placement for African-American children. It was again renamed -- Windham Children's Services. It added an adoption program and a day care-center.
During the 1960's and 1970's Windham sold Howells Holiday Farm, established The Brooklyn Day Care Center which was one of the first preschools established in a low-income housing project, and initiated its family day care program under a contract with New York City. In 1969, Windham merged with the Child Care Center, an agency which had previously merged with the Tuberculosis Preventorium for Children. It changed its name to Windham Day Care, and also ran a group home.
Graham Windham, 1977-Present
In the 1970's, under the Child Welfare Reform Act, government agencies instituted many reforms which changed the delivery of child care services in the City. A special focus on families aimed to prevent family upheaval which resulted in foster care placement. At the same time, New York City faced a fiscal crisis which reduced the amount of funds available. Graham and Windham consolidated into a single agency in 1977, to face these challenges and strengthen and complement their services.
In 1978, Graham Windham (GW) offered for the first time services for the developmentally disabled. It created the first community based residence in the nation for severely challenged and handicapped youngsters from Willowbrook. When the Wiltwyck School closed in 1982, GW assumed sponsorship of its Manhattan Mental Health Clinic in Central Harlem. The following year it added an after-school program. In the 1980s GW renovated and added to its facilities, and moved its headquarters to 33 Irving Place. Grow With Us, an innovative preschool program for developmentally delayed children was established in the Bronx. The first work-site center for the children of Police Department employees was opened at One Police Plaza in Manhattan. A ninth group home was opened in Brooklyn.
The 1990's brought Therapeutic Foster Boarding Homes; Welcome Home for formerly homeless mothers and their children; The Beacon Center in Intermediate School 195; the agency's first child-care center in Harlem; the Family Support Services: Project Homeward Bound to reunite families; and The Bronx Neighborhood Center which was one of the first early Head Start Programs. The Hastings-on-Hudson Campus adopted the traditional name The Graham School to reflect its conversion to a residential school and treatment center with expanded and integrated services and an intensified academic program. In 2002, GW announced that literacy and education would be its signature mission. Community Learning and Technology Centers modeled after the one at The Graham School were instituted in the Bronx, Brooklyn and Manhattan centers, and in GW's early childhood programs.

Scope and Content
The collection holds records of the childcare agency Graham Windham, and records of the predecessor orphanages, schools, and childcare agencies that merged to create Graham Windham. The earlier records include documents from the Orphan Asylum Society (later renamed the Graham School, then Graham Home for Children) 1806-1977, including minutes, annual reports, volumes of financial and children's records, brochures and other printed material, as well as other administrative materials and photographs, but not including administrative correspondence. The collection also includes documents from the Society for the Relief of Half-Orphans and Destitute Children (later renamed Windham Society for the Care of Boys/Windham Children's Services/Windham Child Care) 1841-1977, including an incomplete set of minutes, annual reports, administrative documents and a small number of photographs. Records from after the merger of these agencies in 1977 include minutes, annual reports, printed materials, memos, and photographs up to 2011. The collection also includes records of the Tuberculosis Preventorium for Children (1910-1949), which merged into Windham in 1949, minutes of the New York Methodist Sunday School Society of the West Circuit 1835-1837, and one document from the Society for the Relief of Poor Widows with Small Children (circa 1804-1881).

Records of the agency open to the public include printed matter from any date, such as annual reports, brochures, flyers, programs, newsletters, newspaper and magazine articles, photographs from any date, and most records from the Office of Development.
Admission and discharge records, case histories, financial records, minutes, president's records, superintendent's journals, and school records are closed to the public for a period of 100 years from the date of their creation.
All records of the agency more than 100 years old are open to the public.
Researchers who wish to view open materials will register as Manuscript users, and be allowed access to the unrestricted materials in the collection.

The Orphan Asylum Society (founded 1806) was renamed the Graham School in 1929, and the Graham Home for Children in 1950. It merged with Windham Child Care in 1977. Series I consists of the agency's records before the merger. For records after the merger, please see Series III.

The subseries contains 18 volumes of minutes of meetings of the Board of Trustees of the Orphan Asylum Society/Graham Home for Children (OAS) 1806-1974.
Minutes from 1822-1851 and 1975-1977 are missing. Some loose pages from the 1830's were interleaved with the 1887-1894 minutes, and remain with that volume (Vol. 4). An index to the minutes is available to researchers at the New-York Historical Society manuscript department.
Minutes are closed to the public for a term of one hundred years from date of creation. Minutes older than one hundred years are open for research.

Scope and Content
The subseries contains bound volumes and loose copies of annual reports of the Orphan Asylum Society (later Graham School of the Orphan Asylum Society, and then Graham Home for Children), 1806-1977. Bound volumes are arranged first, followed by loose copies. There are no loose copies of annual reports from 1824-1832, and there are no copies in any form of annual reports from 1908, 1937, 1942, 1947-1948, 1950-1957, 1960-1964, 1968-1969, 1972, and 1974.
Some of the early annual reports include the organization's constitution, by-laws, and minutes. One bound volume of annual reports has been bound with two speeches from 1821 and 1823. An index for the annual reports, as well as a summary of each annual report, is available to researchers at the New-York Historical Society manuscript department.

Scope and Content
The subseries contains financial records (1808-1957, bulk 1820-1956) of the Orphan Asylum Society (1806-1929), renamed the Graham School (1929-1950) and Graham Home for Children (1950-1977), arranged by type and in rough chronological order. Most of the records are handwritten in bound volumes. Loose records are arranged in boxes after the volumes. The records are not inclusive. The names for types of records are not consistent. It is not always clear who created the records. Some records were kept by the Treasurer, some by the Assistant Treasurer, and some may have been kept by the Secretary, a board member, or the Superintendent.
Financial Records are closed to the public for a term of one hundred years from their date of creation. Records older than one hundred years are open for research.

Scope and Content
The subseries consists of five volumes of reports of the Visitor's Commitee (1842-1892), followed by two volumes of records and reports of the Investigating Committee (1900-1905), followed by one volume of records of the Correspondence Committee (1903-1922). The women of the Visitor's Committee visited the asylum regularly and reported their observations to the board. The Investigating Committee appears to have performed follow-up visits to children who had left the asylum, as well as investigations of children in the asylum. The Correspondence Committee recorded information about, and correspondence with, selected children who had left the asylum, following their lives for many years.
The volumes are followed by folders containing an inspection report by the State Board of Social Welfare (1935-36) forwarded to the Board, and a bound report of a visiting committee to the Board (1966).

Scope and Content
The subseries contains records kept by the Superintendent of the Orphan Asylum Society, who was responsible for the day-to-day running of the OAS, and also contains other records relating to children and the school. Most of the material is in the form of bound volumes. Volumes are arranged by type, and then chronologically. Some additional volumes and loose materials are arrranged in folders after the volumes.
The titles of admission books/registers are not consistent, and some dates overlap. Some volumes are narrative records, with stories about each child, and these are labeled "narrative" in the container list. Others are chronological or alphabetical and provide demographic data. The "Superintendent's Journals" provide daily narrative reports of events at the OAS.

Scope and Content
The subseries consists of eight folders of documents followed by one volume, containing various records retained by the OAS/Graham Home. Materials include a letter to the Orphan Asylum (1892) requesting a baby girl by mail and a thank you note from the Director of the Menagerie of the Department of Public Parks thanking the boys of the Orphan Asylum for donating a screech owl. Both of these letters had been framed and displayed by the agency; they have now been removed from their frames for the purpose of conservation. Other materials in the subseries include a Board of Trustees manual, informational documents about the OAS, and employee records.

Scope and Content
The subseries contains three boxes, and two additional folders in an oversize box, containing primarily photographic prints, as well as a smaller quantity of negatives, contact sheets, mock-ups for annual reports and brochures, two loose pages from a photo album, one ink sketch, and some paper materials related to the photographs and interfiled with them.
Subjects include children and activities at the OAS, benefits and other events, celebrity visitors, and annual report materials. Most photographs were created for publicity purposes or for internal documentation. Photographic formats include prints mounted on board or paper, many sizes of loose prints, and stereoscopic prints. Professional photographers represented in the collection include Alfred J. Merz and Daniel Berry, and there is one print by Lewis Hine. The materials were kept by the Development Department and were arranged by subject and date. Original folder titles have been maintained.
The subseries also contains one box of wooden printing blocks with negative images used in OAS printed materials circa 1910-1950's, and one scrapbook/photograph album documenting Black Solidarity Week 1974. The printing blocks and the scrapbook are arranged at the end of the subseries.

The Society for the Relief of Half-Orphan and Destitute Children (SRHO) was founded in 1835, and incorporated in 1837. In 1947, after moving and restructuring, it was renamed The Windham Society for the Care of Boys. In 1949, it merged with Protestant Children's Services, Inc., and was renamed Windham Children's Services. In 1969, it merged with the Child Care Center, an agency which had previously merged with the Tuberculosis Preventorium for Children, and became Windham Child Care. In 1977, the agency merged with The Graham Home for Children, and the combined entity became Graham-Windham Services to Families and Children (now Graham Windham).
The series contains materials of the Society for the Relief of Half-Orphan and Destitute Children and its subsequent organizations from (1926?-1977), up to the merger with the Graham Home for Children. For records after the merger, see Series III.

Scope and Content
The subseries includes autographed original photographs of President Dwight D. Eisenhower, President Harry Truman, Mayor Robert Wagner, Adlai Stevenson, Leonard Bernstein, Danny Kaye, Emmett Kelly, and Elizabeth Arden, most signed "to the Windham Children." These photographs had been framed and displayed by the Windham agency, but have now been removed from their frames for conservation purposes. Researchers may view photocopies of these signed portraits, not the originals.
The subseries does not include photographs of the Windham Agency. However, a few photographs from the agency before its merger with the Graham Home may be found arranged with post-merger photographs in Box 89, Folder 6 of Series III.9.

Scope and Contents
Series III contains records of the Graham Windham childcare agency from 1977-2010, after the merger of two predecessor organizations, the Graham and Windham agencies. For records of the predecessor organizations, see Series I and II.
Records of the agency open to the public include printed matter such as annual reports, brochures, flyers, programs, newsletters, yearbooks, newspaper and magazine articles, photographs and portraits from any date.
All other material, including minutes, president's records, school records, and any other administrative documents are closed to the public for a period of 100 years from the date of their creation.
The series contains Minutes of the Board of Trustees and various committees; annual reports; records from the office of President Joyce Lapenn; school records including yearbooks; printed materials and other records kept by the Development Office; photographs, photograph albums, and clippings. The boxed material may have been kept by the Development Department or another department. Original folder titles have been retained. Minutes from 1982 September - 1983 October are not in a bound volume, but may be found in box 29.

Subseries III.5 - Greenburgh-Graham Union Free School District, 1970-2009, 1970-2009, inclusive
Scope and Content
On July 1, 1967, the New York State Legislature established the Greenburgh-Graham Union Free School District on the campus of Graham School in Hastings-on-Hudson, New York, to provide specialized education to the children under its jurisdiction.
The subseries consists of minutes and related materials of meetings of the Board of Education of the Greenburgh-Graham Union Free School District 1997-1999 and minutes and materials from the School Board Nominating Committee 1996-2001, and various materials from the Graham School 1970-2009, including printed materials and materials that were kept at the Graham School but are related to other programs.
The School Board Nominating Committee minutes and related materials are arranged first, followed by the GGUFSD Board of Education meeting materials, in boxes 50-52. The Board of Education meeting materials had been bound in binders as board packets, marked with the name of Poul Jensen, Vice President of the Board. The original binders have been discarded, and all materials assembled in binders have been re-foldered in archival folders in the same arrangement. Most board packets include minutes of the previous meeting, an agenda for the upcoming meeting, and supplementary materials. Materials in boxes 50-52 are closed to the public for a period of 100 years from the date of their creation.
The subseries also contains mixed materials (mainly printed matter) from the school including school newsletters 1974-1986 and 2008-2009; examples of student work from the 1970's; a brochure, staff handbooks, invitations and other printed material; and clippings and articles, all in Box 53. Box 54 contains other administrative materials related to the school, as well as to other programs of Graham-Windham and the agency in general. These materials include procedural instructions, newsletters, and informational materials. They have been kept in original order.
The subseries concludes with school yearbooks 1989-2008.

Scope and content
The Office of Development at Graham Windham is responsible for all fundraising and public relations. Material from the department has been subdivided into four subseries (III.6-9) based on material type. Printed materials produced and/or collected by the Office of Development have been arranged as subseries III.6.
A few folders in the subseries include memos, notes, or correspondence related to the printed matter; however, most memos, notes, reports, correspondence and other administrative material of the Development Department is arranged in subseries III.7.

Scope and content
The Office of Development at Graham Windham is responsible for all fundraising and public relations. Material from the department has been subdivided into four subseries (III.6-9) based on material type.
This subseries, Subseries III.7, consists of memos, correspondence, notes, reports, drafts, and other administrative materials, created and/or kept by the Office of Development of Graham Windham. The Office of Development arranged the materials roughly by subject. Subjects are in no particular order. Subjects include memos regarding events and benefits (i.e. galas, alumni reunions), publications (i.e. annual report drafts, brochure drafts, public service announcements), Graham Windham sites (i.e. Hastings campus, Manhattan Center) and miscellaneous topics related to programs and services (i.e. adoption, volunteers). While most of the printed matter (brochures, etc.) kept by the Office of Development is in Subseries III.6, there is also a small amount interfiled with the materials in this subseries. Original folder titles have been maintained.
Restricted materials have been separated to two boxes at the end of this subseries. Records in these last two boxes, Boxes 76 and 77, are closed to the public for a period of 100 years from the date of their creation.

Scope and Content
Subseries III.8 is the third of four subseries of materials from the Graham Windham Office of Development. The subseries contains nine boxes and three binders of press releases, articles, and clippings produced and/or collected by the Office of Development. Materials are arranged sometimes by subject and sometimes by date. In general, with a few exceptions, press releases are at the beginning of the subseries, followed by clippings and articles. The three binders of clippings are arranged at the end of the subseries, and include clippings that pre-date the merger of Graham and Windham. All other materials are from 1977-2010, with the majority of materials from the 1990's. Materials from earlier dates are sometimes arranged after later dates. Original folder titles have been maintained.

Scope and Content
The subseries contains seventeen boxes of loose photographs, slides, negatives, contact sheets, and a mock-up of a brochure with photographs attached. It also contains 12 photograph albums.
Photographic prints are in a variety of formats, including professional photographs commissioned by Graham Windham, and snapshots taken by staff members. Some of the professional photographs in the 1990s were taken by Barbara Hansen. The bulk of the prints in the subseries depict events and activities at various Graham Windham sites. Loose photographic materials were arranged at Graham Windham very roughly by subject (sometimes alphabetically, sometimes not) and/or date. Many photographs from the 1980s are in boxes 87-93, although there are also photographs from that period in subsequent boxes. Most photographs from the 1990s are in boxes 91-103, and most photographs from the 2000s are in boxes 98 and 100. There are very few photographs from the 1970's. Photograph albums are arranged at the end of the subseries.
