Abstract
The Papers of John Crittenden Sawhill include materials generated during the years 1974 – 1981, including selected materials created in the Office of the President by Acting President Ivan Loveridge Bennett Jr., 1979 – 1981, as well as some created elsewhere within the University community dating from as early as 1955. The papers have been divided into eleven series and two addenda.
History of the Office of the President, 1974-1981
At New York University (NYU) the decade 1964-1974 had witnessed President James M. Hester's ambitious development efforts on behalf of the institution. Important events, including constructing Bobst Library and installing selective admissions requirements, had begun to transform its character. (1) However, by 1972 major external and internal pressures confronted the University, including student protests, rampant inflation, and declining enrollments. (2) The sale of the University's University Heights Campus in the Bronx to the City University that year and the ensuing reorganization at Washington Square brought only temporary relief to the institution's growing deficit.
By 1975 a national recession accompanied by continuing inflation was driving NYU into ever more severe fiscal difficulty. Dr. Hester left the University that year to become Rector of the United Nations University. He was succeeded at NYU by Dr. John Crittenden Sawhill, an economist with a Ph.D. from the University's Graduate School of Business Administration and a career history in both the corporate financial services and management sector and the federal government. Most recently (1974), he had been deputy and then Administrator of the Federal Energy Office, subsequently reorganized as the Federal Energy Administration, a temporary independent executive agency that oversaw, among other initiatives, "Project Independence"--the Nixon Administration's project "to reduce United States reliance on foreign energy sources." He was forced to resign by President Gerald Ford after proposing in a public interview an increase in the federal gasoline tax, a position opposed by the President. (3) In announcing his appointment, NYU Board of Trustees Chairman John M. Schiff cited Sawhill's "demonstrated capacity for managing large institutions and handling their financial affairs." (4)
Upon assuming the NYU Presidency (Acting President beginning June 16, 1975, formally installed as President November 20, 1975), Sawhill found an institution "in the red" with a projected $5 million deficit for the 1975-1976 year. (5) He quickly imposed a set of economy measures including a job freeze and defined as his job "the installation of an effective management system." (6) One notable feature of his efforts was the sale in 1976 of the Law School-owned C.F. Mueller Spaghetti Company, the $115 million proceeds of which, while shared with the Law School, enriched the University's unrestricted endowment by $47.5 million. (7) Another was his attention to long-range planning endeavors (see Box 29, folders 14-20 and Box 30, folders 1-3). A third was his seemingly tireless approaches to corporate contacts and other potential sources of funding for the University (see Box 16, folders 14-15 and Boxes 17-23 inclusive).
The President's emphasis on effective management prompted reorganization of the Board of Trustees (see Box 28, folders 1-3); establishment of an Office of the President and its subsequent restructuring with the departure of the Chancellor in 1977 (see Box 5, folders 7-8); and reorganization of the School of Continuing Education along with recasting of the University Without Walls program into the newly structured Gallatin Division (see Box 69, folders 8-10). In efforts to reduce redundancy in local institutional educational offerings, he promoted programs of academic linkages with Columbia University, the New School and the City University (see Box 2, folders 9-16 and Box 3, folders 1-2) and library linkages with Cooper Union and the New School (see Box 3, folders 3-5).
Sawhill also spoke out publicly on various aspects of higher education (see Box 52, folders 5-7 and Boxes 53-56 inclusive), as well as took part in New York City civic life (see Boxes 8-9 inclusive). Engaged by the concept of "Intellectual life in the City," (see Box 44, folders 14-22 and Box 45, folders 1-5), he championed the creation at NYU of the New York Institute for the Humanities (see Box 73, folders 3-11). With the University's student body in transition (commuter to residential), Dr. Sawhill fostered enhanced student life opportunities through an expanded and reorganized Office of Student Affairs. In this connection, an important public relations decision was to transfer the annual Commencement ceremony from Madison Square Garden to Washington Square Park in 1976 (8). Faculty and clerical staff unionization drives took place as well during this presidency; while a faculty union was voted down (in a second organizing drive), the clerical staff unionization effort resulted in the organization and recognition of a clerical staff union despite the opposition of the University's Central Administration (see Box 39, folders 19-22).
By Spring 1979 Sawhill's emphasis on implementation of new fiscal and management systems, and the progress of a three-year "Leadership" development campaign initiated in 1976 (see Box 23, folder 16), heralded a "new" NYU, and could be construed as the fulfillment of the Trustees' charge to him in 1975. An 11% increase in freshman applications for Fall 1979, progress in undergraduate curriculum revision, and a set of school-by-school long range plans for academic excellence were also in the picture (see Box 5, folder 9).
In September 1979 Sawhill took a year's leave of absence from the University, returning to Washington, D.C., to assume the post of Deputy Secretary of Energy in President Jimmy Carter's Cabinet. He had maintained his strong interest in energy-related national and international policy issues while at NYU, speaking out through remarks, speeches, papers and interviews (see Box 42 inclusive, Box 43, folders 1-2, Boxes 57-59, part of Box 78, Box 79, and part of Box 80). He did not return to NYU, resigning the following year, and becoming, briefly, chief executive of the United States Synthetic Fuels Corporation. Sawhill reentered the corporate sector early in 1981, where he remained until assuming the presidency of The Nature Conservancy in 1990. John Crittenden Sawhill died May 18, 2000 at the age of 63. Scope and Contents
These papers of John Crittenden Sawhill reflect his work life while President of New York University from 1975-1980 (on leave 9/79-9/80). This collection was transferred to the University Archives from the Office of the President in several accessions from 1981-1988. In addition to records pertaining to the University, some incorporated subset of the whole represented activities bearing little or no connection to the University's administration and management. In consultation with the University Archivist, a considerable amount of the latter was discarded; the remaining materials, much of which related to Sawhill's interests in energy policy matters, were re-integrated into the collection (see Box 10, folders 16-19; Box 11, folders 1-6; and Box 12, folders 12-17).
Thus part of these records is a small collection, primarily of speeches, pre-dating his NYU term of office, as well as documentation of the preparation of a major study/report on energy he undertook for the Trilateral Commission from 1977-1979.** Another component reflects Sawhill's service as a member of a variety of corporate Boards of Directors from 1974-1979. This collection contains as well a limited amount of material generated by New York University School of Medicine Dean Ivan Loveridge Bennett, Jr., in his capacity as Acting President of the University from Sawhill's leave of absence and subsequent resignation to the selection by the University Trustees of former Rhodes Scholar and U.S. Congressman from Indiana John Brademas as successor to John Crittenden Sawhill.
This assembled collection consists of correspondence, invitations, newspaper, magazine and journal clippings and reprints, and speeches, grouped into eleven categories (series) followed by two Addenda. The series are: Administration; Associations; Development; Facilities and Services; Finances; Governance; Government Relations; Personnel; Public Relations; Schools and Divisions; and Student Affairs. Addendum I is titled: "ENERGY: MANAGING THE TRANSITION," Trilateral Commission. Addendum II contains restricted material.
The series, with the exception of the Addenda, are generally congruent with those of the Hester Papers (RG 3.0.7) and the Borowitz Papers (RG 6.0.7). Correspondence sequences are exceptions, with general correspondence and energy-related correspondence located in Series IX, along with speeches, op-ed pieces, interviews, etc., while donor cultivation correspondence appears in Series III, and correspondence with NYU personnel in Series VIII. A description of each series, highlighting notable material, appears at the beginning of the Box and Folder List for that category.
As in some other recently processed collections, folders, and in some instances, individual documents were transferred in the interests of content consistency and clarity. Nevertheless, some overlap remains (for example invitations and speeches, which, where practical, have been cross-referenced). Some materials concerned with matters already the subject of separately existing collections within the University Archives have been cross-referenced through notations on separation sheets placed at the front of folder contents. In yet other instances, among them faculty unionization, University Senate Financial Affairs Committee, and the United States Bicentennial celebration, transfers of substantial amounts of documentation to relevant collections have been made. A small group of audiotapes of energy-related speeches 1974-1975 was transferred to the University Archives A/V collection. Another small group of materials, on the U.S. Labor Party, were transferred to NYU's Tamiment Library vertical file.
The collection is in good physical condition. Material is organized chronologically in folders. Folder titles in general reflect date and broad content subject matter. Green plastic clips have been placed on folders and on the right margin of material within these folders highlighted in this finding aid.
Numerous tissue copies and newspaper and magazine clippings were photocopied and the originals discarded. Significant amounts of primarily energy-related technical and scholarly papers were among the discards in accordance with the above referenced consultation with the University Archivist, along with duplicative copies and drafts, including speeches and remarks. Photographs, most relevant bulky booklets, reports and publicity materials were removed for storage elsewhere in the University Archives, in school and division files, and in the John Crittenden Sawhill Biographical file. Copies of several energy-related publications of which John Crittenden Sawhill was a major or principal author can be found on the University Archives Reading Room bookshelves.
A preliminary inventory was prepared in 1984 by Dr. E. Frederick Knauth of the University Secretary's Office.

This series is contained in 7 Hollinger boxes. Academic matters, the lead topic, is found in Boxes 1-part of 5, with Box 1 and part of Box 2 incorporating descriptive material about awards recognizing scholarship. Some brief coverage regarding honorary degrees is located in Box 28, folder 13. The balance of this section is material addressing efforts to augment the University's limited number of endowed chairs. For additional material on the Albert Schweitzer Chair in the Humanities, see RG 21.1; for more on the proposed Oscar Morgenstern Chair see Box 19, folder 3 for Harold Hochschild/Sawhill correspondence, and the Morgenstern biographical file in the Archives' general collections.
The remainder of Box 2 and Box 3 provides an overview of Sawhill's overtures to and agreements with other local institutions for academic consortia offerings and possible institutional partnerships, some of the latter perhaps conceived to enable NYU to tap new populations of students in New York City's suburbs. These overtures did not always sit well with the leaders of other institutions (see Pace University President Edward Mortola to Sawhill 12/28/76, Box 2, folder 8).
NYU's continuing interest in justifying offering engineering courses can be glimpsed (see Box 3, folder 7, Berlowitz/Hamburger to Sawhill, 8/7/78 and Box 6, folder 6, deCapriles to Borowitz 7/22/75). Scope and Contents note
Series II is comprised of 8 boxes totaling 3.33 linear feet. Its content stems from John Crittenden Sawhill's extramural worklife while at NYU, both NYU and non-NYU-related, and more than substantiates his "workaholic" persona; for this self-definition, see Sawhill to Maurice Greenberg 7/11/78, Box 14, folder 7. The broad variety of activity represented in this series has been divided into four subseries, defined as follows: subseries I, NYU-Related, New York City, etc.; subseries II, not-for-profit, energy, etc.; subseries III, directorships; subseries IV, higher education, corporate, personal, etc.
Subseries I, Box 8 contains rather a mix of information. Some Committee for Astor Place items are found in folder 17; additional material titled Astor Place Improvement is located in Box 40, folders 10-12. Box 9, folders 1-3 offers an immediate impression of Sawhill's range of initiatives during his presidency; in folder I, approaches to the corporate community; folder 2, a talk on the case for the liberal arts; folder 3, his role on New York City's Emergency Financial Control Board.
Subseries II offers substance to the picture of Sawhill's on-going involvement in national energy policy review and advocacy, see the Aspen Institute sequence, Box 10, folders 16-19, Box 11, folders 1-5, and Box 12, folder 5, Shimoda (Japan) Conference, Box 12, folders 15-17, and Mitre Corporation, Box 13, folders 1-5. Box 12 contains evidence of a more general reach in the public policy arena as well. His application for Common Cause membership appears in folder 1, his membership on the Federal Power Commission Advisory Committee, folder 6. Box 13 offers more in this vein, i.e., he consults for the National Science Board, National Science Foundation, folder 6, serves as a public member of New York State's Energy Research and Development Authority (NYSERDA), folder 9, and as a member of the Energy Advisory Committee of the Congressional Office of Technology Assessment, folder 10, and sometimes sets priorities as when he resigns from the Natural Resources Defense Council to accept appointment to New York's Emergency Financial Control Board, folder 7, while Box 14, folder 1 identifies his consultancy to the Administrator of the U.S. Energy Research and Development Administration. Frequently he wore his several hats at once, as exemplified in Box 11, folder 13, where, as a Committee for Economic Development (CED) member and a University president, he participates in a CED survey of academic leaders on federal support of research and development, Robert Holland to Thomas Vanderslice 12/28/78, and in Box 14, folder 10, when as Crane Company corporate director and University president he comments on NYU investment strategy 5/23/78.
Subseries III, found in part of Box 14 and part of Box 15, documents directorship appointment, among them several in the natural resource sector, United Siscoe Mines Ltd., Box 15, folder 6, Geothermal Kinetics, inc., Box 14, folder 12, North American Coal Corporation, Box 15, folder 2, and Consolidated Edison (NY), Box 14, folder 9.
Subseries IV has been constructed somewhat arbitrarily, to incorporate a miscellany of documents. Among the higher education-related materials in Box 15, see Sawhill to Gail Parker 12/8/75, folder 8. For an NYU response to a CHANGE Magazine survey identifying those institutions NYU saw as peers, to consult with or use as models, 4/15/76, folder 9. Another kind of NYU profile is located in folder 12, a survey of cost-related data and analysis in institutions of higher education. Also among the miscellany were references to the Washington Square Music Festival and the Friends of Washington Square Park, which were transferred to Archives H.

This series, a modest .624 linear foot, in 1.5 Hollinger boxes, covers a period of limited construction, facilities upgrading, and an emphasis on energy conservation as cost-saving. Box 24, folders 1-2 offer an inventory of existing academic space. Information on the conception and development of the School of Continuing Education's Midtown Center is found in Box 24, folder 11. Sawhill initiated the purchase of a VIP apartment at 1 Fifth Avenue, Box 25, folder 6.
Some selected information concerning dormitories, including some press coverage and correspondence about the proposed eviction of several long-term tenants whose occupancy in the Brittany Hotel pre-dated the University's purchase of it for dormitory use, book centers, classroom space and food services are found in Box 24, while some matters pertaining to real estate, insurance, and security are located in Box 25. This modest assemblage of material is contained in approximately 2.5 Hollinger boxes, for a total of 1.041 linear feet. The University budget sequence reflects the nature of the efforts made to contain spending and eliminate the deficit. In Box 25, folder 14 Sawhill advises officers and deans of an "unacceptable" deficit forecast, 10/15/75; in folder 15 he announces a "strict freeze on all hiring," 1/9/76 and Dean Dick Netzer defends the budgets of the "poor" schools, such as the Graduate School of Public Administration, 1/21/76.
Early in Sawhill's tenure, in a major restructuring, he appointed Allan E. Claxton Vice President for Finance, effectively removing from the Chancellor's purview those budgetary responsibilities and fiscal control mechanisms previously under his aegis, Box 39, folder 7, Sawhill to Trustees' Financial Affairs Committee 12/5/75, NYU Press Release 2/4/76. Claxton's involvement can be seen beginning with Box 26, folder 1, 4/2/76, folder 2, 6/30/76. Within the 7 Hollinger boxes of this series, a total of 2.916 linear feet, are found materials from the primary components by and through which the University operates, namely the Board of Trustees, President's and Officers Groups, and University Senate. Changes in the ways in which university business was conducted, such as the appointment of a Vice President for Finance, noted in Series V, resulted from Sawhill's managerial-mindedness. He placed early emphasis on creating "a more effective" Board of Trustees, Payne to Sawhill 5/27/75 and following, Box 28, folder 1. For the involvement of trustees in the School of Law's planning process arising from that school's improved financial base following the Mueller sale, see Sawhill to the Board of Trustees 12/6/76, Box 28, folder 2 along with the Historical Note and Series X, Schools and Divisions, School of Law section. In folder 2 Sawhill alerts the trustees to new marketing plans 4/6/77. In folder 3 perhaps his interest in trustee involvement had cooled over time, see Taggart Whipple to Sawhill 3/15/78.
Among the historical materials sprinkled through the Sawhill papers is a 9/74 report to the trustees regarding the status of the Dental Center, hand-edited by James M. Hester, Box 28, folder 7. The trustees' involvement in long range planning is reflected in Box 28, folder 9, Baruch to Sawhill 4/16/79. A long range planning sequence appears in Box 29, folders 14-20 and Box 30, folders 1-3. Sawhill, in reorganizing the Office of the President, created the post of Vice President for Academic Affairs in lieu of Chancellor, thus connecting more closely the oversight and conduct of academic matters with the President. One outcome was Sawhill's assuming from the departing Chancellor the chair of the weekly Deans meeting, Box 30, folder 14, Sawhill to the Vice Presidents 1/7/77 and to the Deans 1/7/77. Other academic matters jointly considered by the President and Deans Council were a 7/29/77 Sawhill memorandum identifying a marketing problem with "serious implications" for the University, Box 31, folder 1, Andrew Schaffer's review of a faculty committee report on financial exigency, Box 31, folder 9, 3/7/79 and Sawhill's prioritization of the humanities; his interim report to the Andrew W. Mellon Foundation 5/78 on the reorganization of NYU's Humanities Council addresses some results of that new focus, Box 32, folder 12.
The material covering the conduct and business of the University Senate is limited and somewhat routine. It might be surmised that many matters before the Senate were of less interest to the President than to the officers, deans and faculty delegates.

This single Hollinger box, 1.25 linear feet, contains the limited amount of materials retained by the Sawhill office relating to the University's transactions with federal, state and local entities. Much of it is routine. Matters of interest may be found mainly among the Arnold Goren memoranda, Box 35, folder 15, Box 36, folder 2, Box 37, folders 6-13. Goren had represented the University in New York City and Albany on political matters dealing with higher education and specifically NYU prior to Sawhill's arrival at NYU; Sawhill continued this appointment, moving him into that role in the federal arena as well soon after the President's arrival, Box 35, folder 12, Goren to Sawhill 12/30/75.
Box 35 contains a mixed assortment of items. Folder 4 contains an Op-ed piece 2/16/77 authored by John C. and Isabel V. Sawhill concerning the federal "marriage tax," also referenced in Series IX, and which was widely distributed. Folder 17 offers Carol Bellamy on (NY) City and State Budgets 3/24/79, see particularly p. 5, while Box 36, folder 11 contains a full copy of the 9/1/75 Report of the Regents Advisory Commission on the Financial Problems of Postsecondary Institutions. A brief summary of the state's role in addressing NYU's financial difficulties leading to the sale of the University Heights Campus in 1972 is found on pp. 167-169.

In folder 4, Sawhill comments on the state of the University to the University's former director of public relations 8/22/77. A second sequence, in Box 39, is concerned with officers' positions, folders 4-12. Limited amounts of material relating to benefits, employment, health services, retirement, salary administration, tenure and union activities constitute most of the remainder of this series. Some differences between faculty and Sawhill on benefit matters appear in Box 38, folder 3, while in Box 39 some University response to the faculty organizing drive appears in folders 20-21.

This series is the largest in the Sawhill collection, suggesting the area of most interest to this presidency. It comprises 21 Hollinger boxes for a total of 9.165 linear feet. As in Series II, it contains both NYU and non-NYU related material, sometimes in tandem as in the course he taught for several semesters at GBA, listed as "Ethical Choices in Developing Energy Policy," Box 44, folders 9-13. Particulars of his views on NYU and non-NYU matters can be found in the dozens of texts of lectures, speeches, interviews, etc., which have been retained. The series' main groupings are: Intellectual Life in New York, Invitations, Public Occasions and Public Presentations. Also located in this series are his general and energy-related correspondence sequences, as noted previously.
The series opens at Box 40, with a mixed grouping of public relations files. Sawhill can be seen reaching out into the local community in various ways in folders 1-2. A proposal addressing NYU's 150th Anniversary celebration can be found in folder 4, Levine to Sawhill. Acting President Ivan Loveridge Bennett Jr. takes on his new post, folder 5. A briefing piece prepared for the incoming Sawhill on community relations is in folder 9, Burneson to Sawhill, 8/1/75, along with a draft on dealing with the University's "neighbors," Maggin to Blumenfeld 6/4/76. NYU withdraws from the Washington Square Art Show in Box 41, folder 2, Patterson to Pagella 7/6/77, while folder 3 offers insight into the kinds of involvement with Washington Square Park NYU experienced.
Box 42 contains the energy-related correspondence, assembled alphabetically. Folder 5 includes a Sawhill quotation covering an announcement of the publication of a group of energy-related dissertations, Garland Publishing, Inc, 1/79. Folder 23 sketches Sawhill's work as energy advisor to the Sargent Shriver for President campaign. Folder 27 offers a news note on a Sawhill proposed energy plan, Energy Users Report, Number 290, 3/1/79. Folder 28 is the first of three containing correspondence associated with the preparation of the report for the Trilateral Commission; folders 1-2 in Box 43 complete the sequence. Folder 2 contains a copy of a briefing paper on "Energy Conservation, Pricing, and Alternatives" presented by Sawhill to a New York business audience hosted by David Rockefeller, North American Chairman of the Trilateral Commission 1/8/79. General correspondence occupies the balance of Box 43, and continues into Box 44. The courses taught sequence follows, in turn succeeded by Intellectual Life in New York matters, filling much of Box 45. Invitations from University and external hosts appear next, extending through Box 46 and much of Box 47.
Public Occasions incorporates several subsets, opening with a few folders devoted to Commencement matters; Box 47, folder 13 is the source of the highlight about the University's use of Washington Square Park, Sawhill to Lewis Rudin 3/12/76, and also contains a copy of Sawhill's remarks at his "first Commencement as President of NYU…" 6/3/76. Among the largest of the subsets, Lectures and/or Receptions, Dinners, Luncheons, fills much of Box 48 through Box 51, folder 8. Box 49, folder 1 offers a copy of Sawhill's remarks before a Real Estate Institute Dinner in which he discusses developments at NYU over the last year 3/24/77. A dinner for banking and securities industry executives to exchange views with Sawhill was hosted by NYU Trustee Lewis Preston 5/8/79, Box 50, folder 2, and Sawhill hosted a dinner for George H.W. Bush 3/14/79, Box 51, folder 4.
The sequence titled Public Presentations, Speeches and/or Articles, Interviews, Remarks succeeds Public Occasions. This opens with the pre-NYU grouping mentioned in Scope and Content, Box 51, folder 9 through Box 52, folder 5. The next section is subtitled NYU, NYC, Education, and continues through Box 56, folder 7. Box 56, folder 8 picks up with the subtitle Energy, Economy, etc., through Box 59, folder 6. Among these voluminous files, Box 53 contains an attack on Sawhill's priorities for NYU 12/1/75. the Village Voice, folder 3, "The case for the large private university," an interview with Sawhill 2/9/76, folder 4, and Sawhill on leadership as a participant in a TIME Magazine-sponsored conference, TIME 11/8/76, folder 5. The New York Times Magazine of 4/30/78 published a major article by Times education editor Edward B. Fiske on NYU, crediting Sawhill with the "Miracle on Washington Square," Box 55, folder 3. The following year CHANGE Magazine also published a major, though less enthusiastic article authored by free-lance writer Ron Chernow, "John Sawhill: Academe's Crisis Manager," May-June 1979, Box 56, folder 4.
In the Energy, Economy subset Sawhill testifies before the Maryland Public Service Commission on behalf of the Potomac Electric Power Company in a rate case, June (?) '76, Box 57, folder 5, the Durham (N.C) Morning Herald editorializes that "…(while) Mr. Sawhill continues to speak out on the need for serious conservation. It's a pity his words don't get more attention from government officials…" 1/2/77, Box 58, folder 1. Sawhill takes notes at the Seven Springs Center Symposium on "The Governance of Energy: The Proper Role of Industry and Government," 2/10-12/77 and, as noted in Series VII, publishes an Op-ed piece with wife Isabel V. Sawhill, "This article really is about income tax," both in Box 58, folder 2.
In Box 60, miscellaneous correspondence concerned with Public Presentations occupies folders 1-10. Folder 10 contains Sawhill's "going on leave' letter, while folders 11-13 deal with Speakers Bureau matters; a Sawhill biographical brochure with suggested lecture topics appears in folder 12. The balance of this series, Box 61, opens with Publications, folders 1-7, and closes with a variety of routine materials, folders 10-13. Folder 1 includes a copy which appeared in the 5/7/78 Kansas City Star of the syndicated New York Times article by Edward B. Fiske referred to above. An attempt has been made to describe each major sequence consistently, incorporating, when present, files labeled Accreditation, Advisory Council, Budget & Financial Matters, Faculty Meeting Minutes and Search for Dean. This collection contains only listings of minutes by school and date. Actual Faculty Meeting minutes have been transferred to relevant Record Groups. Some materials cover divisions reporting to the Central Administration. The schools are placed in the order consistent with Archives practice, from Arts and Science through School of the Arts. Faculty of Arts and Science (FAS) departmental and divisional matters are located following the records of the several connected administrative units; non-FAS units follow those of the School of the Arts. Documents concerned with individual personnel matters were discarded.
FAS materials occupy Box 62 through the first third of Box 65. A major development effort, reflective of the centrality of the Arts and Sciences at NYU, was in the planning stage. An outline of FAS development priorities proposed by Dean Norman Cantor is in Box 62, folder 5, n.d. In folder 6 NYU officers evaluate a revised FAS plan, 7/31/79. For an example of Norman Cantor's personal style, see Cantor to Sawhill 10/16/78. Succeeding folders contain routine material generated in the administrative units Graduate School of Arts and Science (GSAS), Box 62,folders 15-17, and Box 63, folders 1-2, Washington Square and University College (WSUC), folders 3-4. Divisional and departmental matters follow, led by Courant Institute of Mathematical Sciences, folders 5-8 and Institute of Fine Arts (IFA), folders 9-15. Some units within FAS experienced marked turmoil in this period, for Anthropology Department see Box 64, folder 1, and Biology Department, folders 4-7.
Business Schools material reflects local and institutional interest in advancing the schools' reputation. It begins with the undergraduate School of Business and Public Administration (BPA), Box 65, folder 7. Graduate School of Business Administration (GBA) matters appear initially in folder 11 and continue through the first half of Box 66. In Box 65, folder 13, NYU confronts City University of New York (CUNY) expansion plans for Baruch College. Also in folder 13, GBA is ranked #2 in numbers of business executives with NYU degrees. In folder 15, humanities Ph.D.s switch to business. Dean William Dill's 78-79 Report to the GBA faculty appears in folder 16, while folder 17 offers some thoughts on how to upgrade NYU's reputation and ranking, Fred Siegel to Sawhill 10/5/78 and Sawhill to Siegel 10/16/78. A GBA draft Development Plan is also placed in folder 17, followed, in Box 66, folder 1, by a revised version by Sylvia Baruch, 3/7/79. This in turn is followed by a Dill commentary on the Baruch version, 3/8/79. Then, in folder 2, another kind of plan appears, created by a faculty committee and titled "Strategy for GBA," 6/1/79.
The focal point for the School of Continuing Education (SCE) at this time is another presidential management initiative, in this instance a proposed reorganization of SCE, 11/3/75, Box 67, folder 3. Extensive proposal-related correspondence occupies folders 4-10. Routine matters, mainly program-related, precede and succeed consideration of the proposed reorganization scheme, in Box 66, folders 7-12 and Box 67, folders 11-13.
College of Dentistry records of this period are located in Box 68, folders 1-8. This unit was in considerable turmoil, experiencing both a fiscal crisis and an unexpected decanal resignation. For particulars of the former see the several versions of the New York State Education Department (NYSED) "Report on Financing of Independent Dental Schools," with a draft in Box 68, folder 2, 8/19/77, along with Sawhill's comments to Commissioner of Education Gordon Ambach 9/7/77, folder 3. NYU's responses, along with others' comments, were incorporated in the final version, distributed by Ambach to "members of the Board of Regents," 9/28/77, folder 3. Folder 3 also documents the "sudden and unexpected" change in the unit's leadership with the resignation of Dean Donald Giddon, as cited by Acting Dean Richard Mumma in his 1/4/78 Statement to the Faculty. See the Borowitz Papers, Boxes 66 and 67, for some prior history of Dentistry's financial problems.
School of Education content is for the most part routine, concerned with matters such as course development and approval, budget control, faculty recruitment, etc., Box 68, folders 9-13 and Box 69, folders 1-7. The nature of the Education faculty's philosophy may be gleaned in its mission statement of 3/29/76, which opens by both "reaffirm(ing) its traditional professional purpose and, in keeping with modern concerns, broaden(ing) and sharpen(ing) its purview" Box 68, folder 10.
Gallatin Division material (which incorporates the previously-known-as University Without Walls unit, (UWW)) is limited. There the issue of the moment concerned the proposed transformation from the UWW, a unit "that integrates work, internships and independent study," NYU News Bureau release 2/8/72, Box 69, folder 8, into a permanent, successor unit to be known as the Gallatin Division. This proposal was presented by the President in conjunction with his plan for the reorganization of SCE, Box 67, folder 3 above. Sawhill addressed the members of the University Senate 1/22/76 on these plans, following up on this with a position paper to the University community, 3/4/76, also Box 69, folder 8.
School of Law documentation appearing in Box 69, folders 11-15 is routine. The primary matter at the institutional level concerned the disposition of the school-owned C.F. Mueller Spaghetti Company; these records are in Box 70, folders 1-5. Information on the sale of the company to Foremost-McKesson, Inc. and the division of the proceeds between the University endowment and the School of Law is found in Sawhill to NYU Trustees 9/28/76, folder 3; for establishment of the $67.5 million school endowment and a school long range planning committee, see Dean Norman Redlich to Sawhill and Trustees of the Law Center Foundation, 11/23/76, folder 9.
Medical Center and Schools of Medicine materials follow. While substantial in amount, Box 70, folders 12-16 and Box 71, folders 1-15, the content, like that of the School of Law, is generally routine. There is, however, a Medical Center Fact Sheet 4/80 in Box 70, folder 16 and a Case Study Grant Management document (late 1975?) Box 70, folder 12, which offer considerable detail on the history, structure and general administrative functioning of the Medical Center, while Box 71, folders 10-14 provides a multi-year budget survey.
Graduate School of Public Administration (GPA) records occupy the first 5 folders in Box 72. Two of them, folders 1-2, offer general information. Of the three remaining files, one is titled Advisory Council, one Decanal Memoranda, and the third, Center for Science and Technology Policy. Tensions between students in GPA's Health program and the school can be picked up in folder 1, along with a newly developed "GPA Governance Charter," adopted by the GPA Faculty-Student Council 10/19/76, and a sampling of Dean Dick Netzer's memoranda on a variety of administrative matters. Folder 2 contains further material on issues at the school and decanal level, including additional Netzer memos.
School of Social Work (SSW) material is modest in quantity and, in general, routine in scope, with a decanal resignation, search and appointment process fitting into its on-going rhythm, Box 72, folders 6-10. SSW had recently emerged from a period of great turmoil, during which its continued existence was in doubt, and the material here reflects its success in returning to normal operations. See Borowitz Papers, Box 73, folders 8-18 and Box 74, folder 1 for this history.
The contents of the final 8 folders in Box 72 comprise the School of the Arts record. The activities of the school's Advisory Council are well-documented, in folders 16-18. The balance of these materials is routine.
The next section of Series X is taken up with the two non-FAS divisions with records in this collection, the Institute of Afro-American Affairs and the New York Institute for the Humanities (NYIH). They occupy Box 73, Afro-American Affairs in folders 1-2, and the NYIH the balance. One important event in the limited Afro-American Affairs collection was the resignation of the Institute's founding director, Roscoe Brown, and the undertaking of a search for a successor, folders 1-2. Documentation of the conceptualization and planning for what became the NYIH, including a background paper by Sawhill, titled "The State of Higher Education in the City," and presented by him at a conference on the future of the Intellectual Community in New York City 12/10-11/76 at NYU, a draft prospectus, 7/77, and several discussion drafts, 8/77, 9/21 and 10/77 constitute the NYIH material and offer insight into the thinking and the process by which it came into being, folders 3-11.
The final section of Series X has been subdivided in three. Subseries I, titled "Interschool," contains the record of the Interschool Committee on Undergraduate Education, 10/77-3/79, Box 74, folders 1-2. Subseries II is titled "Transition to Bennett Acting Presidency, ACADEMIC." Folders 3-5 contain Bennett-annotated Academic Long Range Planning materials; beginning with folder 6, and continuing through Box 75, folder 12, are Bennett-annotated school and division Annual Reports for 1978-1979. Subseries III occupies the majority of Box 76, and is titled "Transition to Bennett Acting Presidency, ADMINISTRATIVE-FINANCIAL." Folders 1-2 contain Bennett-annotated briefing materials, while the content of the remainder of this series, folders 3-8, covers computer facilities, cost allocation reports for 1978-1979 and 1979-1980, financial affairs and long-range compensation.

Scope and Contents note
This series is concerned with student matters. It fills one Hollinger box and portions of the preceding and succeeding ones, for a total of 1.75 linear feet. Folders 9-10 in Box 76, which open Series XI, contain primarily administrative and general materials, among them a copy of the University Senate-approved Student Disciplinary Procedures, 2/9/78, folder 9, and an emphasis on student retention and attrition concerns, 12/12/77, etc., folder 10. A report Preface and Summary, "The Quality of Undergraduate Life at New York University," Caroline Hodges Persell, 12/77 and some Admissions discussion and data complete the contents of Box 76. Routine student affairs documentation occupies Box 77, further admissions materials including reports and statistics, and tuition, folder 1-5, as well as 6 folders of information on student clubs and associations. The last section of this series occupies folders 1-17 in Box 78, where concluding topics range from more clubs material through financial aid, placement, publications, registrar, religious activities, ROTC, the student center (LOEB), and student conduct. The ROTC file, folder 15, contains some of the history relating to NYU's withdrawal from ROTC during the Vietnam War, the University's subsequent placement on a Department of Defense "blacklist" denying financial assistance to students wishing to study at NYU or other affected institutions, and the subsequent lifting of the blacklist.

Documentation of the preparation of this study/report fills the final portion of Box 78, one complete box (Box 79), and the first section of a third box, (Box 80), for a total of 1.75 linear feet. Box 78, folders 18-19, contain material related to some of the design and distribution considerations associated with John Crittenden Sawhill's role as primary author of this study undertaken for the Trilateral Commission. Box 79, folders 1-4 contains further associated materials, while folders 5-9 and, in Box 80, folders 1-6, contain evolving drafts of the document which became the final version of the publication, 'ENERGY: MANAGING THE TRANSITION,' Sawhill, John C., Oshima, Keichi, Maull, Hanns W, Trilateral Commission Task Force Report: 17, 1978. Where there were hand-edited and clean versions of given dated drafts, hand-edited versions only were retained. Bound unedited manuscripts marked DISCUSSION DRAFT were discarded.
