The Westgate Tenants Association represents the tenants of a "Mitchell-Lama" built housing project on New York City's Upper West Side, and in particular struggles to maintain rent stabilization against the project's new owner, who opted out of the Mitchell-Lama" program and seeks to achieve market-rate rents in the project.
