Abstract
Materials produced from 1986-2013 by Folk Arts, a program of Brooklyn Arts Council, created to celebrate, document, and educate the public about folk arts traditions in Brooklyn through song and dance performances, craft demonstrations, film screenings, and art exhibits. Program files include event planning materials, promotional items, budget information, research materials, and artist files. The collection includes extensive audiovisual documentation of events, artist submissions, and oral history interviews. Items dated 1900-1985 collected for submissions and research are also included.
Historical Note
The Brooklyn Arts Council was founded by Charlene Victor in 1966 as the Brooklyn Arts and Cultural Association (BACA). The program worked to facilitate collaborations between Brooklyn's large cultural heritage institutions, such as the Brooklyn Museum and the Brooklyn Academy of Music, with local artists, musicians, and galleries. BACA worked to secure grants for artists and programs with a focus on Brooklyn neighborhoods typically underserved by cultural heritage programming. In 1986 BACA formally changed its name to Brooklyn Arts Council (BAC).
In 1988, BAC received a grant from the New York State Council on the Arts (NYSCA) as part of an effort to place folk arts programs in counties across New York state to do field research, create documentation, produce programming, and provide assistance to other organizations interested in developing programs. In addition to Brooklyn, programs were started in Buffalo, Corning, and Binghamton. NYSCA provided funding and assisted with developing guidelines, hiring, and site visits. BAC employee Kathleen Condon was awarded an additional grant to receive a salary as the program's first Folklorist.
Following BAC's model, Folk Arts prioritized neighborhoods typically overlooked for cultural heritage programming, and communities which often lacked venues to stage events. Condon solved this by developing a relationship with the Brooklyn Public Library to use library branches as performance spaces. Early events included Alvin Forteau and the Caribbean Dancers (Trinidadian dancing and drumming), Lillian Habib (Lebanese cooking), Jamila and Mahmood Masumi and Nafas Gul Muradi (Afghan rug weaving and design), and Doris Jensen (Norwegian rosemaler). Condon oversaw all marketing and outreach, often relying on the host libraries to send out press releases and hiring community members to hand out flyers.
BAC had to reapply every year for the Folklorist salary grant. The position was part time, and after Condon's 1989 departure the position was held by a series of early career professionals and graduate students. Events continued under the Folk Arts series and Welcome Back to Brooklyn Storytelling tent, but documentation was not consistent. The first full time Folklorist, Dr. Kay Turner, was hired in 2000. She approached the role as a way to work on "large frame ideas that looked at the importance of traditions within the context of things that were meaningful to Brooklyn."
Dr. Turner took an artist-first approach, often co-creating programs with artists and staging them at larger venues to attract a more general audience. Additional sponsorship allowed Folk Arts to produce multi week and annual programs, with expanded promotional reach. Highlights include Harborlore: Where the River Meets the Sea in Brooklyn's Folk Imagination, a series of 12 free dance, music and storytelling events exploring the role of water in Brooklyn's immigrant and diaspora communities; Folk Feet: Celebrating Traditional Dance in Brooklyn, a multi year project to identify, document and present the range of traditional dance practices in Brooklyn; and Brooklyn Maqam Arab Music Festival, a celebration of Arab music traditions in Brooklyn. Dr. Turner left Folk Arts in 2014 and was replaced by Christopher Mulé, who served as director until 2020, when BAC ended its affiliation with the Folk Arts program.

Arrangement
This collection is composed of fourteen series, arranged alphabetically by project title except for Early Programs, which appears at the beginning, and Brooklyn Arts Council Materials, which appears at the end. Each series includes Program Files, usually arranged chronologically or by topic and Audiovisual materials, usually arranged by format. Artist files and interviews are arranged alphabetically. Visual materials produced for Local Eyes is interfiled in the Program Files sub-series. September 11th Memorial Projects is arranged chronologically in seven sub-series, with Program Files and Audiovisual items interfiled.
Scope and Contents
This collection is composed of materials produced for Folk Arts, a multi-year grant funded program to celebrate, document, and educate the public about folk arts traditions in Brooklyn. The Early Programs series includes documentation of events produced from 1986-2000. Program Files include event financial information, planning documents, notes from various Folklorists, research materials, and extensive audiovisual documentation. Series 2-13 includes materials for single and multi-year events produced from 2000-2013. Program Files include event planning, press, budget information, research materials, and correspondence. Artist files include releases and biographical information. Cassettes, VHS tapes, discs, minidiscs, photographs and slides make up the audiovisual materials, and include event documentation, artist submissions, and oral history interviews. Photographs are both print and digital. Digital photographs are stored on discs. See series levels for full descriptions.
Brochures and film festival materials produced for Brooklyn Arts Council events not associated with the Folk Arts program are housed in Series 14.

The majority of the materials in this collection are stored offsite and advance notice is required for use. Please contact cbhreference@bklynlibrary.org at least two weeks prior to research visit.
All audiovisual materials including cassettes, VHS tapes, mini DV cassettes, mini discs, and AMPEX Grand Master 457 1/4'' reels are unavailable due to technical limitations.
If digital surrogates exist, they should be used in place of the originals whenever possible.

This collection was processed by Brooklyn Arts Council archivist prior to donation. Original order, folders, boxes, and folder titles have been maintained. Folder numbers, collection name, and dates were added by the Center for Brooklyn History archivist. Original newspaper clippings were discarded after preservation photocopies were made.

Series 1: Early Programs
Scope and Contents
The items in this series document the events produced by the Folks Arts program from 1986-2000. Program Files include correspondence, contracts, brochures and fliers, publicity, and research materials. Also included are files kept by the various Folk Arts Directors while planning and executing their annual programs, including Kathleen Condon (1986-1989), Sean Galvin (1990-1991), Jessica Payne (1992), Justine McGovern (1993-1994), Ilana Abramovitch (1995), Richard Wolf (1996), Emily Botein (1997), and Nancy Groce (1998-99).
Also included is a small group of resource files, arranged geographically and consisting of printed material and notes on arts and artists of the region. These files also contain material documenting funding efforts, including grant applications and reports. Audiovisual items in this series are recordings from programs produced by Folk Arts, compilations used for grant support, and several tapes of music by performers involved in Folk Arts programs. Cassettes also include interviews with performers and artists. Labeling on tapes is inconsistent. VHS tapes are program recordings and grant support. Boxes 102-106 appear at the end of the Audiovisual sub-series and include media submitted by artists, media used by Folk Arts directors for research, and media compiled from various programs. Labeling on these items is inconsistent.
Binders contain photographs and slides taken during Folk Arts programs, dating 1988-2000, including images from the Storytelling Tent during the Welcome Back to Brooklyn events.

Series 2: Black Brooklyn Renaissance
Scope and Contents
Program Files include information on the development and planning of Black Brooklyn Renaissance, including meeting notes, promotional materials, funding information, budgeting, and correspondence. Program Files also include a large group of folders relating to artists who were involved in the Black Brooklyn Renaissance project. Contents include permission statements for audiovisual recordings, tape logs highlighting recorded interviews or performances, biographical information, performance information, and performance CDs. Folders labeled "context" includes materials collected during the planning and the run of the Black Brooklyn Renaissance to show the program's cultural context, events that were related to but not part of BBR.
Audiovisual items include digital photographs, audio, and video documentation of the various events that comprised the Black Brooklyn Renaissance program. Also included are additional interviews with individuals involved in the community and in the various arts represented in the programs. Most of the items in this series are compact discs.
A Digital Archive containing 73 compact discs was produced and given to 6 repositories, including the Schomburg Center for Research in Black Culture and the American Folklife Center at the Library of Congress. The archive includes over 100 interviews with artists and community leaders, event recordings, concerts, and panel discussions. The folders in box 26 contain material relating to the production of the archive, its dissemination, and the release and reception for its debut in February 2012. The Digital Archive itself, as packaged for dissemination to the various repositories is box 37.

Historical Note
Black Brooklyn Renaissance: Black Arts + Culture 1960-2010 (BBR) was developed and presented by Kay Turner, Folk Arts Director at the Brooklyn Arts Council. BBR was a two year-long research, planning, and public presentation initiative in partnership with Bedford Stuyvesant Restoration Corporation. Beginning research in 2009 with major programming presented in 2010, BBR culminated in February 2011. Through field research, a series of public performances, exhibitions, panels and workshops, a scholarly conference, an oral history project, and other documentation, BBR celebrated the many ways Black performing artists, primarily those working in music, dance and spoken word, have contributed to the borough's significance as a center of Black culture in New York and the world.
BBR's yearlong programming was held at major venues and community sites throughout Brooklyn, with select programs in Manhattan. Many of BBR's concerts, panels and workshops examined how migration, immigration, and political movements galvanized these cultural expressions while drawing attention to the evolving interplay between Afro-Caribbean, southern African American, and African traditions. The project also sought to create a dialogue between young contemporary artists and leading artists of the 1960s, '70s and '80s. Black Brooklyn artists of different generations and styles shared, learned and performed together.

Historical Note
The Brooklyn Maqam Arab Music Festival was a celebration of Arab music traditions in Brooklyn held March 2-30, 2008. The Arabic word "maqam" refers to a group of musical notes and patterns of notes that form the building blocks of traditional Arab music. There are dozens of different maqamat, each of which creates its own characteristic sound and mood. BAC's Brooklyn Maqam included of a series of concerts, symposia, and workshops featuring nearly 100 New York-based musicians and groups representing musical traditions from Egypt, Yemen, Palestine, Iraq, Morocco, Syria and Lebanon. Musical programs included popular contemporary arrangements, folk traditions (both well-known and rare) and fusion pieces that integrate old and new styles. All events were open to the public free of charge. Brooklyn Arts Council staff involved in this project were Kay Turner, Folk Arts Director and Nicole Macotsis, Folk Arts Associate.

Scope and Contents
Program Files include correspondence, event-related materials, publicity, funding, and financial information. Also included are research materials, which encompass press clippings, event flyers, and related items about topics explored during the course of the project and to the death and dying traditions of various cultural groups. Audiovisual documentation includes digital photographs, recordings of events, as well as performances of funerary songs and a series of interviews with Brooklyn funeral directors.

Historical Note
Days of the Dead in Brooklyn: Diverse Traditions of Death, Dying and Renewal was a year-long project begun in September 2008 to acquaint the public with traditional arts, rituals and customs used to address the deaths of family and community members in Brooklyn. The project included field research, documentation and 12 public programs (5 concert/performances, 7 lectures/demonstrations/workshops/symposia) held throughout Brooklyn from September 2008-June 2009. Over 1,400 people attended DoDB events and 160 artists participated in the initiative.
The goals for the project were to heighten awareness of traditional arts practices related to death through engaging public programs and field research activities, to bridge the gap between diverse communities and health care systems, and to work toward a model for integrating traditional arts practices relating to death into public programming and health care practices.

Historical Note
Folk Feet: Celebrating Traditional Dance in Brooklyn, was a multi-year project led by Folk Arts Director Kay Turner. The project began in August 2003 and concluded in 2009 as a first-ever attempt to identify, document and present the range of traditional dance practices in Brooklyn. The project included several series of programs including an annual dance showcase at Brooklyn College, dance workshops, "Circle Round" focusing on circle or ring dances, professional development workshops, demonstrations, interviews, fieldwork, and symposia.

Series 6: Folk Made
Scope and Contents
Program Files include correspondence and notes from Folk Arts attempting to secure artists to participate in the program. Artist files include biographies, notes, promotional materials, examples of work, and interview information. The Audiovisual sub-series includes cassettes with artist interviews. Slides and print photographs were collected during the survey and show artwork from the artists represented in the interviews and program files.
Historical Note
Folk Made was a project to connect traditional craft artists working in Brooklyn who were interested in marketing and exhibiting their work. Collaborating with the New York Foundation on the Arts, Folk Arts conducted a survey to gauge interest and collected program files on possible artists. Interviews with various artists were recorded but the project was ultimately not funded.

Historical Note
Half the Sky Festival: Brooklyn Women in Traditional Performance was created and produced by Kay Turner, Folk Arts Director at the Brooklyn Arts Council. The festival, which was held from April-June 2012 consisted of six weeks of concerts, panels and workshops featuring music, dance, narrative, verbal arts, and ritual traditions. Events included lullabies, folk tales, wedding songs, and social dances. The festival name comes from a Chinese proverb, "women hold up half the sky," and is used as a stepping off point for recognizing that despite the 50% statistic alluded to in the phrase, women's traditional performances are still often segregated and domesticated.

Series 8: Harborlore: Where the River Meets the Sea in Brooklyn's Folk Imagination
Scope and Contents
Program Files include project expenses, funding and budget information, promotional materials, event planning documents and evaluation forms. The largest group in this sub-series includes press clippings, articles, notices of events, and other materials relating to the way in which water is considered in Brooklyn by its residents and government. Also included is material relating to climate change, Hurricane Sandy, and governmental policies pertaining to water and water use.
The Audiovisual sub-series includes digital photographs, video, and audio documentation of Harborlore events. Also included is video interviews done in connection with the Harborlore project. See program files for interview releases and transcripts. Please note that not every interview includes a transcript.
Historical Note
Harborlore: Where the River Meets the Sea in Brooklyn's Folk Imagination was a series of twelve free dance, music and storytelling events throughout Brooklyn exploring the role of water in the artistic traditions of the borough's immigrant and diaspora communities post Hurricane Sandy.
The program featured folk arts such as tashlich, a Rosh Hashanah (New Year) rite of renewal performed at the East River (among other places) by observant Jews; the life-size symbolic boats paraded at Scandinavian and Italian festivals in Bay Ridge and Williamsburg; the baptismal spirituals such as "Dip Them Leeward" sung in the African-Caribbean churches of East Flatbush; songs and chants sung in praise of water deities, such as the African-Brazilian mother of the ocean, Yemaja, and a fishing feast dance called hukila from Hawaii.

Historical Note
Local Eyes: Folk Photographers Documenting Brooklyn was a project that concluded with a photograph exhibit presented at the Five Myles gallery in Crown Heights from May 17-June 15, 2002. The exhibit focused on Brooklyn photographers who documented people and events within their own communities, including rituals and traditions of family and community life. The exhibit was produced by Kay Turner, Folks Arts Director of the Brooklyn Arts Council.

Historical Note
The September 11th Memorial Projects were an annual program to commemorate the 2001 attacks on the World Trade Center while exploring and documenting various memorial traditions in Brooklyn. The project ran from 2005-2011, with a new theme introduced each year. See sub-series historical notes for details on each project.

Historical Note
Art of Memory/Art of Memorial was held on September 10, 2005 at the Brooklyn Historical Society. Panelists discussed the "art of memory" and the tradition of memorial monuments in Brooklyn including the Beacon Memorial (dedicated May 2005). Public Memory, a film about American memorials was shown after the discussion.

Scope and Contents
This bulk of this sub-series includes signed photographer submission forms and photographs. Also included are promotional materials, exhibit labels and plans, and calls for submissions.
Historical Note
Here Was New York: Twin Towers in Memorial Images was a photo exhibition held in eleven Brooklyn galleries with work submitted by people from the New York area. Over 300 photographs documented the World Trade Center towers as seen in wall murals, painted trucks, graffiti, home displays, and tattoos in an effort to demonstrate forms of remembrance in a post 9/11 world. The exhibit was modeled on Here is New York, a 2001 photography exhibit that invited New Yorkers to hang images documenting September 11th.

Historical Note
September 11th Remembered in Film was a screening of documentary and interpretive films inspired by the September 11th attacks and it's aftermath, which ran from September 7-10, 2007. Discussions with the filmmakers took place after the screenings.

September 11th Memorials: Tracing the Traces of Their History is an essay written by Kay Turner for the seventh anniversary of the September 11th attacks. Turner traces the legacy of the ephemeral memorials created in New York City and their relation to other expressions of mourning.

Biographical Note
Memorial Sing was a concert that took place on the evening of September 11, 2009 at the Powerhouse Arena. Performers submitted original songs about September 11th through an open call, and Folk Arts selected twenty-one to be performed. Originally planned as an outdoor event, Memorial Sing was moved to the Powerhouse Arena due to rain.

Historical Note
Return, Remember: Ephemeral Memorials in the Legacy of September 11th marked the ten year anniversary of the attacks and was the final September 11th Memorial Project. The 2011 program focused on ephemeral memories that were created spontaneously in New York in the weeks after the attack. Folk Arts invited people to create a simple memorial, photograph it, and submit the photos to be included on the Brooklyn Arts Council website. A panel discussion was held on September 2, 2011 at the Powerhouse Arena to assess the legacy of the memorials created after the attack. The event also included a book launch and sighing for Remembering 9/11, by photographer Martha Cooper, who was one of the panelists. The final part of the program was Rethinking Memorial: Ten Interactive Sites for Remembering 9/11, an outdoor exhibition of ten interactive memorial stations created by artists, held on September 10, 2011.

Series 13: Williamsburg Bridge 100th Anniversary
Scope and Contents
Program Files include contracts, financial records, and correspondence with Empire Events Group, vendors, elected officials, and participants. Commemorative items produced for the event include t-shirts, banners, flyers and posters. Also included are banners printed with photographs and text tracing the Bridge's history and items used by Kay Turner to research the history of the Bridge. Papers outlining operations, responsibilities, and schedules for the day of the celebration are also included.
Audiovisual items include VHS tapes of BCAT (local television) broadcasts and bridge research, as well as radio spots, event recordings, and Bridge opening day recordings on CD. Cassette tapes include interviews with participants, community members, and individuals involved with the Bridge. Photographs and slides include "Junior" Tirado making a cake for the celebration at 4Gs Trucking, performers, and photos of the Williamsburg Bridge. Photographs are print and digital.
Items in boxes 99-101 labeled "Special Collections" are materials concerning the history of Williamsburg, the bulk of which are local newspapers and magazines dating 2000-2006. Also included are two folders with photographs and personal items from Williamsburg residents.
Historical Note
The Williamsburg Bridge 100th Birthday Celebration was held on June 22, 2003 at the Continental Army Plaza Park in Williamsburg. The event celebrated the history, occupational labor, and communities that distinguish the culture of the Williamsburg Bridge. The event featured a fourteen foot tall birthday cake, a procession across the bridge, storytellers, tours, food representing Bridge communities, and Bridge-themed art shows held at local galleries. Music performances included Jewish Chassidic dance, Puerto Rican songs, Dominican merengue tipico, the Italian giglio brass band, and a grand finale song tribute to the bridge. Related events were held before and after the June 22, 2003 celebration.
