Abstract
This collection contains materials generated by the Park Slope Civic Council between 1931 and 2018. It chronicles the activities of the Council, including meetings, the Civic News newsletter, grantmaking, fundraising, events, historic district status, and zoning/development proposals. Types of materials include correspondence, meeting agendas and minutes, newsletters, news clippings, posters, blueprints, photographs, negatives, and slides.
Historical Note
The Park Slope Civic Council (PSCC) was founded in 1896 as the South Brooklyn Board of Trade, which acted as a chamber of commerce, lobbying the city and state for improvements to infrastructure and services across the geographic area south of Downtown Brooklyn. One of the founders and first president was Alexander G. Calder. In the late 1950s, the South Brooklyn Board of Trade renamed itself the Park Slope Civic Council to increase residents' engagement in the neighborhood.
As the Park Slope Civic Council, the organization regularly publishes the Civic News newsletter, reviews changing building regulations and developments, provides grants to neighborhood projects, and organizes fundraising activities such as the annual House Tour. PSCC acts as a conduit between members and political representatives.
PSCC led the campaign that achieved historic district designation for the section of Park Slope closest to Prospect Park in 1973. The Council continued its historic district advocacy in the late 1990s, planning to expand the historic district designation to the north, south, and west.
In 2001, Revitalization of the Southern Area of the Slope (ROSAS), a neighborhood association active in the neighborhood south of Park Slope since 1978, merged with the Park Slope Civic Council, bringing the activities of both organizations under one umbrella.

Scope and Contents
The Park Slope Civic Council records is made up of materials generated by the Park Slope Civic Council (PSCC) administration and members, especially those involved with PSCC's newsletter Civic News and the Board of Trustees. Materials include correspondence, meeting agendas and minutes, newsletters, newspaper clippings, photographs, negatives, slides, blueprints, and posters.
Much of the collection is made up of Irene Wilson's correspondence and subject files from when she was editor of Civic News from the 1960s until her retirement in 1976, and Carl Kaiserman's files from the 1980s through the early 2000s. Kaiserman was a PSCC trustee and active in Revitalization of the Southern Area of the Slope (ROSAS). Park Slope House Tour planning and promotional materials from 1959 to 2018 and research materials related to PSCC's Landmark Campaign to receive NYC Landmarks Preservation Commission Historic District designation also make up a significant portion of the collection.
While there are materials dated from the 1930s, this collection does not contain many records from when the organization was the South Brooklyn Board of Trade.

This collection combines two accessions: 2016.0006 by the Brooklyn Collection, Brooklyn Public Library and 1991.041 by Brooklyn Historical Society.
Records from the 1991.041 accession were processed by Matthew Gorham in 2011. Records from the 2016.0006 accession were processed by Alice Griffin, October 2021-May 2022. Preservation photocopies were made of all of the newspaper clippings.

Series 1: Irene Wilson papers, 1931-1977, includes article drafts, handwritten notes, correspondence, and news clippings from the work of Irene Wilson, Civic News Editor and contributor in the 1960s and 1970s.
This series also includes subject files and correspondence related to the Prospect Park Handbook, a guide to and history of Prospect Park. Wilson was to be credited as editor and author on the Handbook, but it is unclear whether it was ever published.

Biographical Note
Irene Wilson was editor of Civic News for 16 years from the 1960s until 1976. Before working for Civic News, Irene Wilson received degrees from Wellesley College and Harvard University, and taught college English. She lived in Montana for a period of time, working as a cowboy and writing poetry and fiction for magazines. When Wilson moved back east, she found an apartment in Manhattan. Wilson moved to Park Slope when she learned her apartment building was to be demolished along with Penn Station. Her friend and Park Slope Civic Council trustee, Bob Makla, found Wilson the apartment in Park Slope and asked Wilson to write for Civic News. Wilson also held a Guest Editor position before taking on the role of Editor. Irene Wilson died in December 1983.

The sub-series Subject Files, Gowanus Expressway Project, and 14th Regiment Armory include photographs taken by Carl Kaiserman of buildings and landmarks around Park Slope for his presentations on "Lost Theatres" and "Lost Mansions" of the neighborhood, as well as documenting sites involved in the Gowanus Expressway Project and 14th Regiment Armory.

Biographical Note
Carl Kaiserman was an architect with Rothzeid Kaiserman Thomson and Bee, Park Slope Civic Council Trustee, and an active member in the organization Revitalization of the Southern Area of the Slope (ROSAS). Kaiserman worked with Mort Fleischer, who was PSCC President from 1982-1984 and a Trustee, on PSCC's annual House Tour. His roles as architect and community advocate, took him to several significant sites around Park Slope, such as the Montauk Club, 14th Regiment Armory, and the Pavilion Theater.

Historical
The Gowanus Expressway, a part of Interstate 278, runs between the Verrazano-Narrows Bridge and the Brooklyn-Battery Tunnel in Brooklyn. In the 1990s, the New York State Department of Transportation (NYSDOT) started working on the Gowanus Expressway Project to find ways to address traffic congestion and structural deterioration. Community groups in the area, especially the Gowanus Expressway Community Coalition and the Gowanus Community Stakeholder Group, weighed in on the alternatives that the NYSDOT presented and largely supported a tunnel alternative to the Gowanus Expressway.

Historical
The 14th Regiment Armory, also known as the Eighth Avenue Armory and the Park Slope Armory, is located Construction on the building completed in 1895 when the 14th Regiment of the New York State Militia used the space. In 1986, a Human Resources Administration (HRA) women's shelter occupied part of the building. The HRA planned to close the shelter and open an intake and evaluation center in 1990, but community backlash and the womens' refusal to leave the building kept the shelter open. In 1991, the shelter did close and in 1994, the city launched a study of how best to use the building with consultants from Pratt Institute and City University of New York. Around this same time, military presence was being withdrawn from the building and the city was renting out the space for film shoots.
The Armory was officially given to the city in 1996. In 2010, a Prospect Park YMCA sports complex opened up in the space.

Biographical Note
Mort Fleischer was President of the Park Slope Civic Council from 1982 to 1984, and a Trustee after that until 2010. Fleischer was involved in Revitalization of the Southern Area of the Slope (ROSAS) and worked with Carl Kaiserman on efforts to recognize the area south of Park Slope. These efforts included a 1980 House Tour that focused on South Slope. Mort Fleischer received the George Lovgren Volunteer Award in 2011.

Historical Note
The annual Park Slope House Tour started in 1959 as a way to attract home owners to the neighborhood. Private homes and landmarks are opened to the public and ticket sales benefit the Park Slope Civic Council. Other neighborhood organizations in Brooklyn sponsor similar house tours, such as the Brooklyn Heights Association and the Prospect Lefferts Gardens Neighbordhood Association (PLGNA).

Biographical / Historical
The Landmark Campaign was the Park Slope Civic Council's project to achieve historic district designation from the NYC Landmarks Preservation Commission (LPC) for 1,800 buildings in Park Slope in 1973. This initial designation from the LPC covered the area of Park Slope closest to Prospect Park.
